SOC = Share Of Cost", aka MONTHLY DEDUCTIBLE, not annual.

If the beneficiary's SOC is 76% of their TOTAL MONTHLY #SocialSecurity that they live on, they will never be able to afford that deductible. #MediCal doesn't pay until that deductible is met, so THERE IS NO "Partial MediCal".
