On Dec. 12, 1937, after Japan invaded Nanking, China, Japanese aircraft attacked the USS Panay as it evacuated Americans, killing 3 men and wounding 43 sailors and 5 civilians. Claimed as an unintentional attack, a large indemnity was paid in 1938 after a formal protest.
