En 1916, la Proclamation of the Irish Republic est rédigée, puis signée par sept membres du gouvernement provisoire d'Irlande. Il s'agit de l'une des premières actions du soulèvement de Pâques, dont le but est de se rebeller à l'autorité britannique à laquelle les Irlandais doivent se soumettre. Étant loin de cotionner les propos de la proclamation, qui affirme que l'Irlande est un pays, les Forces britanniques condamnent à mort ses signataires, soldant d'un échec la tentative de résistance politique des Irlandais. James Connoly, l'une de ces sept personnes, a notamment été enfermé à la prison de Kilmainham avant sont exécution qui a eu lieu le 12 mai 1916. La Proclamation of the Irish Republic montre le désir d'indépendance des Irlandais, puisqu'ils veulent se séparer de l'autorité britannique. Par conséquent, ils y revendiquaient plus d'autonomie. Aussi, il s'agit d'un mouvement de résistance politique qui s'oppose à la façon dont est dirigée l'Irlande. Les mêmes concepts sont également représentés au Québec, qui cherche lui aussi à obtenir son indépendance. Bien plus tard que l'Irlande, un document similaire est publié dans la province canadienne : la Déclaration de souveraineté du Québec. Il s'agit de la première étape du plan du gouvernement provincial afin que le Québec devienne indépendant du reste du Canada. Ce document, rédigé peu avant les années 2000, a lui aussi été un échec.
