While New Zealand's government refuses to reverse its decision to end work on a beneficial ownership register, other jurisdictions are pressing ahead. Below, the EU has opened a consultation on how beneficial ownership data should be submitted for inclusion in the register.

So not only does Shane Jones want to deny you access to the footage of fishing boat operators breaching catch limits and dealing with bycatch, he want you to pay for having no right to access this information.

Open Government Partnership | Te Kawa Mataaho Public Service Commission New Zealand’s Open Government Partnership web content has moved from a stand-alone site to Te Kawa Mataaho Public Service Commission’s website here, saving costs and…

The PSC has confirmed that they have taken down the ogp.org.nz site without consulting their civil society 'partners' (a term I increasingly think they do not understand).

Information about previous Action Plans has been archived. New pages here:

A screenshot of the final report on progress with commitment 5 from MBIE in December 2024. It reads:
"Commitment 5
Commitment Description
Increase the transparency of the beneficial ownership of New Zealand companies and limited partnerships by
introducing legislation to make beneficial owners’ identifying information available on a public register.
Progress at December 2024
• In August 2024 the Minister took forward decisions to introduce a unique identifier but not a beneficial ownership
register. While modernising the legislation, the reforms do not involve making beneficial owners’ identifying
information available on a public register. See: Modernising the Companies Act 1993 and Making Other
Improvements for Business - Cabinet paper
Challenges
• Electoral change has resulted in a different policy direction. The previous Government’s decision to make
beneficial owners’ identifying information available on a public register is not being advanced in legislation at this
time.
Next Steps
• Next steps in relation to the creation of a beneficial ownership register will depend upon how the government
decides to proceed. "

Many thanks. Failure to make progress on beneficial ownership is also contrary to commitment 5 in our last Open Government Action Plan.

@mattnippert.bsky.social's piece says work started under Judith Collins, so maybe now she's responsible for #OGPNZ things may change.

Judith Collins made Minister for Public Service, meaning that after 11.5 years she has regained responsibility for NZ’s membership of the Open Government Partnership.

So, as feared, the Public Service Commission has recommended to Ministers that New Zealand withdraw from the Open Government Partnership. It seems Cabinet will agree, breaching National, ACT & NZ First’s pre-election pledges to remain a member.

The Public Service Commission has now provided its response to this request.

They clearly don’t live up to the Algorithm Charter, there’s no enforcement, and Stats NZ has said the cuts to its budget means it can’t implement the recommendations from the review of the Charter. See update on #OGPNZ commitment 8 from last month.

Note too that the NZ government’s decision constitutes abandonment of commitment 5 in the 2022-2024 Open Government Partnership Action Plan.

No word from Labour on this (www.labour.org.nz/blog).

Email from the Minister of Justice's private secretary telling officials what Ministers wanted in the scope of commitment 7 - ie. to review existing secrecy clauses as civil society had wanted - and that the Minister has said they "can't afford to put anything on our work programme"

Here's the screenshot of that. "We can't afford to put anything on our work programme and that the team responsible has a number of high priority, time sensitive projects on the go at the moment." AKA work on Open Government Partnership commitments congenitally underfunded. #OGP #OGPNZ
