Yes, you can use #orgmode in #emacs to create a _personal wiki_, but my friend @logan turned Org into a full-blown #Wiki where _some_ can use Org, and others edit using a gawdawful browser. Looks interesting: https://github.com/LoganBarnett/org-wiki

Sometimes I wish #OrgMode could do quotes and code like Markdown, all those "#BEGIN_QUOTE" and "#+BEGIN_SRC elisp" lines can really fatten up an entry so I can't see as much of other entries.
