Iipinge urges Oshana residents to cooperate with road contractors Allexer Namundjebo Oshana governor Hofni Iipinge has urged residents to cooperate with road contractors as construction projects begin in the region.  Speaking at a meeting in Oshakati on Tuesday, he said full collaboration is needed to avoid delays. “I am asking you all to cooperate. Please move your fences to give way to the contractors so they can do their jobs,” he said. Iipinge called on village headmen to help educate their communities about the project to prevent disruptions.  “We are in contact with the headmen. They must all educate their residents about the project. Failure to cooperate will result in halting this government initiative,” he warned. The road works will focus on villages such as Oshandumbala, Omeege, and Okaku-Kiipupu, linking Oshakati to Ompundja.  The projects follow complaints from residents who were left without road access after floods. Iipinge said the work will also create jobs for locals. Oshakati East Constituency councillor Abner Shikongo said preparations for gravel road construction in his constituency are complete.  “We are awaiting the start of construction on the DR3607 road. It has been designed and is ready to commence,” he said.  He added that the road could be the first in Namibia to include access roads.  “The access roads are already planned, and the Ministry of Works and Transport has made arrangements for their construction,” he said.  These will be built after the main road is finished to improve access to schools, clinics, and other services. On Tuesday, works and transport minister Veiko Nekundi launched the Omuthiya-Elambo road project. He announced that it will no longer be a gravel road.  The Omuthiya-Elambo road is budgeted at N$188.6 million and is expected to be completed in two years. The budget for the Oshana projects have not yet been announced.

Iipinge warns of education, youth sector gaps in Oshana Hertta-Maria Amutenja Oshana governor Hofni Iipinge has highlighted ongoing challenges facing the region’s education and youth sectors, including underdeveloped infrastructure, staff shortages, and high levels of youth unemployment. He made the remarks on Monday during the opening of a stakeholder consultative workshop hosted by the parliamentary standing committee on education, youth, civic relations and community development in Oshakati. “We acknowledge the challenges faced by many of our education and training institutions, from infrastructure development and staffing constraints to youth unemployment and limited access to skills development opportunities,” Iipinge said. He noted that more than one-third of Namibia’s population consists of young people and stressed the need for policies that directly address their needs.  “This reality demands that we remain intentional about policy formulation and implementation that responds directly to their needs, be it through quality education, vocational training, sports development, access to information, or platforms for civic engagement,” he said. The Oshana Regional Council has allocated N$118.1 million to youth-focused programmes.  Despite this, youth unemployment in the region remains high at 66.2% for males and 62.9% for females between the ages of 15 and 24. National data from 2018 shows youth unemployment stood at 46.1%, with higher rates in rural areas and among young women.  A study on vocational training in Oshana found that the lack of a dedicated training barometer makes it difficult for young people to access suitable programs, limiting their employment and entrepreneurship prospects. Schools in the Oluno Circuit have reported shortages of classrooms and delays in receiving government funding, which has affected the rollout of free secondary education.  Reports also indicate poor alignment between vocational training and labour market demands. The Covid-19 pandemic disrupted learning across the region, particularly in areas with limited access to digital platforms. Iipinge said the ongoing consultations would help the standing committee develop a report that identifies institutional and community gaps and proposes solutions.  “We trust that the insights gathered here this week will help the committee compile a comprehensive and actionable report that not only identifies gaps but also points the way forward toward greater cooperation, efficient resource allocation, and improved service delivery,” he said. The standing committee is conducting consultations nationwide. Its findings will be presented in the National Assembly.

Employer discovers worker’s body at Onethindi, police rule out foul play The body of a man (18) was discovered by his boss at Oshaakondwa village near Onethindi in the Oshana region on Friday. National police spokesperson deputy commissioner Kauna Shikwambi announced this on Sunday. She said Linus Paulus’ body was discovered in his sleeping quarters on Friday at around 13h00. “No suicide note was found at the scene, and the police have indicated that no foul play is suspected at this stage,” Shikwambi said. The police confirmed that Paulus’ next of kin have been informed, and that investigations are ongoing. In a separate incident, Efraim Khariseb (32) was found dead under a tree at Leonardville on Saturday. Shikwambi said Khariseb is suspected to have taken his life. “It is alleged that he was seen at home with his brother the previous night watching television, and left at around 00h00, saying he was going to attend a memorial service. It is further alleged that the deceased went into the field and left his sandals next to the road,” she said. Shikwambi said no suicide note was left behind, no foul play is suspected, and Khariseb’s next of kin have been informed of the incident. Police investigation continues. ‘Ngungula’ fuel worth N$17m confiscated in Oshana Over 776 000 litres of smuggled Angolan fuel seized from 2024 to May 2025 The police in the Oshana region confiscated more than 776 000 litres of smuggled fuel, valued at approximately N$17 million, between 2024 and the first half of 2025. This was confirmed by Oshana criminal investigations head deputy commissioner Frederick Ndjadila last week. He said this is part of a growing, well-organised cross-border fuel smuggling operation or ‘Ngungula’ – referring to the smuggling of petrol and diesel from Angola into Namibia. Ndjadila told The Namibian last week that the illegal fuel originating from Angola is sold at a fraction of the price charged at Namibian service stations. Smuggled petrol from Angola reportedly costs N$5 per litre and diesel as low as N$3, compared to Namibia’s regulated price, which was N$21.50 per litre at the time. Ndjadila said the police seized 762 200 litres of illegal fuel in 72 separate cases reported last year, leading to 47 arrests. The trend continued into 2025, with an additional 13 900 litres confiscated and 29 arrests recorded so far. “These operations are not isolated incidents. Yes, syndicates are involved,” he said. Once seized, the fuel is transported to disposal tanks at the Oshikango and Okalongo police stations, he said. Before it is disposed of, experts from the Ministry of Industries, Mines and Energy conduct tests to determine whether the fuel meets national market standards, Ndjadila said. He said a company contracted by the ministry is responsible for proper disposal, which often involves converting the confiscated fuel into lubricants such as grease. File photo DODGY COLLABORATION Speaking to The Namibian on condition of anonymity, an illicit fuel trader admitted that traders often work hand in hand with the police to smuggle fuel through ungazetted border points. “If you don’t work with the police, give them a few coins, you will not survive in the business. They will arrest you,” she said. The trader said she started selling fuel last year and operates from someone’s house to avoid detection. She said most people arrested in possession of illicit fuel are merely proxies. “Selling fuel is a very profitable business. I sell a 25-litre container for N$400. In Angola, I buy it for N$200,” she said, adding that she sells 60 to 70 containers of fuel per week. According to her, some smugglers use 4×4 trucks fitted with hidden, modified fuel tanks concealed underneath vehicles to transport the fuel, which some call “juice”. Last month, police inspector general Joseph Shikongo confirmed that two police officers from Oshikango had been arrested for stealing the fuel they had confiscated from members of the public. “They attempted to sell the fuel, and we arrested them,” he said. He warned the public not to attempt to bribe police officers when found in possession of illicit goods, and noted reports that some officers have allegedly solicited fuel from members of the public, particularly Angolans. OMUSATI, KUNENE Omusati crime investigations head deputy commissioner Zachariah Amakali says the police in his region have also arrested people in possession of illegal fuel. He can, however, not say how many litres have been confiscated. Meanwhile, Kunene regional commander James Nderura says cases of smuggling fuel are less common in the Kunene region because of the river between the two countries. “The last time we intercepted people with fuel, it came through the Ruacana area. They were trying to take it to Opuwo. That was about two years ago,” he says. Local businesses are bearing the brunt of the smuggling trade. Businessman Marius Nangolo says at least 15 filling stations have closed down due to the proliferation of illegal cross-border fuel. “The government should consider subsidising fuel prices in Namibia to reduce the demand for smuggled Angolan fuel,” he suggests. File photo ‘PORA’ When he visited the Namibia-Angola border near Oshikango last month, police inspector general Joseph Shikongo said he was concerned about the rising illegal fuel trade at Oshikango. While addressing illegal Angolan traders, he said vehicles belonging to Namibians have been attacked in Angola. “Why do you fight each other? Recently, vehicles were smashed and people were fighting one another. Why do you do that?” Shikongo asked. One of the traders said vehicles were being attacked by criminals, and that these criminals beat people up in Angola and along the borders. Shikongo suggested that members of the public should apprehend the criminals. He then lashed out, saying one of the people he was talking to did not show him respect, before calling him a “pora”. In 2023, representatives from the Namibia Local Business Association and the Fuel and Franchise Association of Namibia called for the deployment of the army and the police along the Angola – Namibia border to prevent smuggling. Parts of Oshikango and the Omusati region are particularly hard hit, with the widespread availability of illicit fuel. The border remains unfenced in many areas, facilitating uncontrolled movement. BUSINESSES SUFFERING A 2022 report by the parliamentary standing committee on economic and public administration highlighted the devastating impact on local fuel stations. Some operators reported being unable to pay their employees, settle their municipal accounts, or service their bank loans. While legal service stations once sold up to 200 000 litres per month, most now sell between 50 000 and 60 000 litres due to smuggling, the report states. The report says some people legally cross the border several times a day to refuel in Angola. However, border officials reportedly lack systems to monitor or limit the frequency of crossings. In a case reported last year, Eveline Amutse, the wife of Swapo member of parliament Modestus Amutse, was convicted of smuggling fuel into Namibia. She was arrested in February 2023 near Oshiteyatemo village in the Omusati region while driving a Toyota Land Cruiser carrying ten 25-litre containers of illegal fuel valued at N$16 000. She was sentenced by the Oshakati High Court to a fine of N$16 000 or 18 months’ imprisonment on 7 September that year. In 2021, former deputy minister Paulus Kapia’s driver appeared in the Outapi Magistrate’s Court after being arrested in connection with the smuggling of fuel from Angola. The driver, identified as Demetrios Ndakomani, allegedly used Kapia’s bakkie to transport containers of fuel. The vehicle was initially impounded by the police but was later released. Man arrested for alleged repeated rape of teen in Oshana A 59-year-old man from a village in the Oshana region was arrested by the police this week after he allegedly repeatedly raped a 17-year-old boy. During the official opening of the Business and Intellectual Property Authority (Bipa) offices in the northern ‘O’ regions on Saturday – Oshana, Oshikoto, Ohangwena and Omusati – minister of industries, mines and energy Natangwe Ithete said the areas currently account for 29 000 registered businesses. This figure represents 14% of all registered businesses in the country. “That tells us something significant: The north is open for business and the entrepreneurial spirit here is vibrant and thriving,” said Ithete. He urged businesses still operating informally to register their businesses, allowing them access to loans, contracts and government tenders, and build greater credibility with customers. “We know that many more of you are still working informally. And that’s okay – we understand the realities on the ground. But we also want to help you take the next step. Registering your business opens the door to new possibilities,” said Ithete. Additionally, he said the ministry wants to support women entrepreneurs, many of whom still operate informally. “Today, most registered businesses are owned by men, while many hardworking women continue to operate in the informal economy,” said Ithete. To improve the process of business registration in the country, Ithete said the ministry is investing in new technology, including the introduction of a new Bipa online registration system. “This means you’ll be able to register your business from your phone or computer – no need to travel or wait in long lines,” said Ithete. While Bipa already has an online registration system, it is currently not working. Bipa has announced that it has begun deregistering businesses that are not in compliance with the statutory beneficial ownership disclosure requirements. The obligation of the Beneficial Ownership Declaration was established through amendments to the Companies Act and the Close Corporation Act, and took effect in July 2023. Bipa, in a statement, indicated that approximately 141 000 organisations risk deregistration due to their failure to comply with the obligation, and notified all non-compliant entities of the risk of deregistration, effective from 16 May. Oshana Regional Council unveils plan to uplift youth amid high unemployment The Oshana Regional Council says financial, structural and systemic challenges are keeping the region’s youth from economic participation and employment, leading it to announce a N$118.1 million allocation to youth-centred initiatives. This comes after a recent report by the National Council flagged limited access to funding and business opportunities as the stumbling blocks for struggling youth empowerment projects in Namibia. The report was tabled by the chairperson of the standing committee on education, science, information and comunication technology and youth development, Olivia Hanghuwo, following visits to youth projects in the Erongo, Kunene, Omusati, Oshana, Ohangwena and Otjozondjupa regions in September 2024. Oshana Regional Town Council chief regional officer Teopolina Hamutumua says most of the challenges are financial, structural and systemic in nature. “Addressing them requires multi-sectoral coordination, decentralised resources, youth inclusion of planning and stronger links between education, innovation and local economic development,” Hamutumua yesterday said. YOUTH FOCUS She said the town council will be running a series of targeted interventions aimed at uplifting the region’s youth through inclusive local economic development (LED), enterprise support and employment creation. These interventions, outlined in the council’s Local Economic Development Strategy (2025–2030) and Internal Procurement Policy, aim to unlock the full potential of Namibia’s youth; a demographic that constitutes over 35% of the region’s population. Oshana’s unemployment rate for youth (between 15 and 24 years old) stands at 66.2% for males and 62.9% for females. The council has committed N$118.1 million to these interventions as part of its annual procurement plan, of which 15% is reserved for micro, small and medium enterprises owned by youth. The allocation, Hamutumua said, is intended to stimulate youth entrepreneurship and enable their full participation in public procurement and service delivery. To ensure youth are adequately prepared to seize these opportunities, the council will provide capacity-building programmes and technical training on the public bidding process, including proposal writing, compliance with procurement standards and cost estimation. Through mentorship and training sessions, young entrepreneurs will be equipped to compete fairly and successfully for government contracts. MEETING LOCAL NEEDS The council has further submitted a request for procurement exemptions to allow youth-led businesses and cooperatives to supply bricks and construct rural toilets as part of sanitation initiatives valued at N$1.4 million. This intervention will not only provide essential services to communities but also serve as a platform for skills transfer and job creation among local youth, Hamutumua said. In addition, the town council is actively integrating interns and casual youth labourers into its ongoing Food Security Programme, particularly in land preparation, horticulture and livestock production. “These engagements are aimed at reducing the high youth unemployment rate, currently at 49.4%, by providing practical experience and entry points into the labour market,” the chief regional officer said. To further institutionalise support for youth enterprise, the council has committed to establishing business incubation centres across the region. These centres will offer technical training in fields such as welding, culinary arts, tailoring and carpentry, equipping young people with marketable skills that align with both regional priorities and local demand. Each constituency has been tasked to register youth cooperatives and informal businesses for mentorship, incubation and potential inclusion in regional development projects. Hamutumua urged the youth to take full advantage of these initiatives by registering with their constituency offices, applying for training and participating in procurement opportunities. PAST HURDLES The region’s youth entrepreneurial endeavours have faced challenges, including the Oshakati East Best Youth Trading brick manufacturing business, which was initiated in 2018 but only commenced operations in September 2023. According to the standing committee’s report, the business received machinery valued at N$260 000 including concrete mixers, spades, wheelbarrows and a delivery truck, with N$60 000 allocated to operational capital. “The business currently produces approximately 2 500 bricks weekly and 500 per day. It has three permanent employees, who are bricklayers. The business faces significant transport challenges due to a truck breakdown, forcing the beneficiary to rent a truck for business operations, particularly the transportation of water and sand,” the report stated. The youth projects visited by the standing committee are funded through the 121 Constituency Youth Enterprise initiative and the Namibia Youth Credit Scheme. The primary goal of the initiative is to create sustainable, youth-led enterprises that can contribute to economic growth and job creation, particularly in rural areas. About 60 out of the 121 business plans were ready for financing, with the remaining plans expected to be completed. The Development Bank of Namibia allocated N$1 million for the training phase and an additional N$8 million in soft loans to fund 28 youth entrepreneurs across the 14 regions. The programme aims to create at least 1 210 permanent jobs, with the potential to generate further employment opportunities as the enterprises grow. Hanghuwo said there is a need for stronger monitoring and evaluation to ensure programmes effectively address youth needs and adapt to changing economic conditions.
