City police deputy chief evicted in land dispute with uncle’s widow  Hertta- Maria Amutenja  Windhoek city police deputy chief for operations Eliaser Iiyambo and his brother Simon have been ordered by the Oshakati High Court to vacate a homestead and farming unit they took from their late uncle’s widow six years ago. High Court judge David Munsu directed the brothers to return the keys to the Olundjinda homestead in Ongandjera to widow Aili Ndapandameme Iilende within 10 days.  They must also hand back peaceful and undisturbed possession of the Olundjinda homestead and the Etunda farming unit. “The defendants and all those in occupation of the premises are hereby evicted from the aforementioned residential unit at Olundjinda village, Ongandjera, and the farming unit at Etunda village, Ongandjera,” said Munsu. The order authorises the deputy sheriff to evict the brothers if they fail to comply and directs that all occupants be removed.  The court also ordered them to pay the legal costs of the Ongandjera Traditional Authority, the Omusati Communal Land Board, Iilende, and the estate of the late Daniel Uutoni. Court records show Iilende married dentist Daniel Uutoni in June 2018 and lived with him at their homestead in Okathitukambanda village near Okahao.  After Uutoni’s death in March 2019, the Iiyambo brothers, his nephews, allegedly forced Iilende and her three children out of the property, locked the homestead, and began living there.  They also evicted her from farming units at Olundjinda and Etunda and took possession of her belongings. According to the Ongandjera Traditional Authority, the Communal Land Reform Act lawfully allocated the land to Iilende, who was Uutoni’s surviving spouse.  On 30 October 2020, King Johannes Mupiya led a hearing attended by the brothers, Iilende, and witnesses. The Traditional Authority ruled that Iilende should be given land rights and peaceful possession within 30 days. The brothers refused to comply, prompting the Traditional Authority, Uutoni’s estate, and the Omusati Communal Land Board to take the matter to court.  In their defence, Eliaser and Simon argued that Uutoni was never allocated the Olundjinda property and claimed it belonged to Eliaser under customary law.  They also argued that the Etunda farming unit was given years earlier to their late uncle, Eino Iilende, and never registered in Uutoni’s name. They maintained that Uutoni only used the land for cultivation and Eliaser took it over after his death. However, Okathitukambanda headman Stefanus Angula confirmed that the homestead was reallocated to Iilende as the surviving spouse after Uutoni’s death.  Senior traditional councillor Petrus Iipinge also issued a letter of consent in June 2022 for her to register customary land rights to the Etunda farming unit. In earlier statements, Iilende told the court that the eviction left her and her children without a village home and they have lived at Oshakati East since 2019. “They chased me out of the house and locked it. We do not have a village house anymore,” she said.

Woman raped and stabbed near Oshakati A woman (27) is recovering at Oshakati Intermediate Hospital after she was allegedly raped and stabbed multiple times at Omalyata village at Omungwelume on Monday. Ohangwena crime investigations coordinator deputy commissioner Melanie Mbuuru says the incident took place around 23h00 on Monday, when a man broke into the woman’s room. She says he initially raped the woman and then demanded money and a cellphone. “When she said she did not have these items, he allegedly stabbed her multiple times in the chest and right thigh,” Mbuuru says. The woman attempted to flee but was pursued, apprehended, and forced back into the room, where she was raped again. Mbuuru says the woman then managed to escape into another room, where she jumped through a window and scaled a wall to reach a neighbour’s house, where she received help. “She is currently admitted at Oshakati Intermediate Hospital, where her condition is reported as stable,” she says. Illegal fishing activities lead to arrest and fines at Oshakati A man (55) has been arrested for illegal fishing activities at Oshakati, while two others were fined. This was confirmed by Oshana police regional commander commissioner Naftal Sakaria on Tuesday. According to Sakaria, an intelligence-led operation conducted by members of the Ministry of Agriculture, Fisheries, Water and Land Reform, with support from regional police, led to the arrest and the issuing of two fines for illegal fishing activities in the sewage pond located behind the Namibian Defence Force base at Oshakati. “The suspect was arrested and charged with contravening the Inland Fisheries Resources Act No. 1 of 2003,” he said. In addition to the arrest, two fines were issued, to another man (41) and a woman (39) during the operation, he added. Sakaria indicated that the male suspect received a fine for using a fishing net that did not comply with the prescribed mesh size requirements, while the female suspect was fined for engaging in drag netting, a prohibited fishing method. Ongwediva – Waterhole of the Leopard The name Ongwediva translates into English as “the waterhole of the leopard” – a reference to the spotted cats that once frequented a seasonal waterhole in what is today referred to as “Old Ongwediva”. Set among attractive leafy surroundings, Ongwediva is a pleasant town and is sought after by residents working in nearby Oshakati. As the commercial sectors at Ondangwa and Oshakati were already well developed when Ongwediva was proclaimed in 1993, it positioned itself to become the service hub of northern Namibia. It has several modern shopping malls, retail stores and a state-of-the art private hospital, as well as a wide variety of service businesses. Accommodation options range from bed-and-breakfast establishments and guest houses to comfortable hotels. Ongwediva becomes a hive of activity when it hosts the Ongwediva Annual Trade Fair. The first trade fair was held way back in 2000 and it soon developed into the biggest trade fair in northern Namibia. Ongwediva has long been the education centre of northern Namibia and boasts the highest number of educational institutions in the north in relation to its population. An industrial school for men was established on the banks of the Oshana Okatana by the Finnish Mission Society in 1927. Pupils were taught eight school subjects for 17 hours a week, while a further 28 hours a week were devoted to vocational training in carpentry, agriculture, cattle rearing, gardening and blacksmithing. The school had 36 male pupils in 1928 and training was later extended to females who were taught crafts such as dressmaking, basketry and furniture-making. The teachers training centre founded at Oniipa by the Finnish Mission Society in 1913 was relocated to Ongwediva in 1955. Ongwediva was established as a residential area for government officials working at Ondangwa and nearby Oshakati in the 1960s. The first session of the Owambo Legislative Council was officially opened by the South African minister of Bantu administration and development and of Bantu education MC Botha at Ongwediva on 17 October 1968. The town was also developed as an education centre for Owamb people o in line with the Odendaal Plan. The South African administration assumed financial responsibility for the teachers training centre in 1964 and a new centre, the Ongwediva Training College, was opened in 1971. The A-shaped hall with its abstract motifs is the centrepiece of the campus and can accommodate 1 000 students. The college was subsequently renamed the Ongwediva College of Education and integrated into the northern campus of the University of Namibia, which was renamed the Hifekepunye Pohamba campus, after Namibia’s second president, in 2010. The Eluwa Special School for the Visually and Hearing Impaired, the first educational centre of this kind in the north, was opened in 1973. It started with 20 deaf and 20 blind pupils and four teachers who had undergone a five-month course in special education in South Africa. It is the only government school in the north of the country catering for children with special education needs. Consolidated Diamond Mines (CDM), now Namdeb (an abbreviation for Namibia and De Beers), financed the establishment of the Valombola Vocational Training Centre in 1979. Welders, plumbers, motor mechanics and carpenters were trained at the centre. The centre fell under the education ministry after independence, but responsibility for vocational training centres was subsequently transferred to the Namibia Training Authority (NTA). The University of Namibia’s Faculty of Engineering and Information Technology is located on 13 hectares of land made available by the Ongwediva Town Council. The ground-breaking ceremony of phase one was held in November 2007 and the faculty was completed at a cost of over N$150 million with funds provided by the government. The first 30 students graduated with a Bachelor of Science in Engineering (Honours) in May 2013. Further expansions were made with a grant from the Indian government and finance provided by the German government through KfW. The raw sewage is flowing from overwhelmed broken manholes due to blockages in the system and collapsed infrastructure. It flows into homes and walking paths, as well as the open flood plains, before joining the nearby water canal. “This has been going on since the beginning of May. In total, 10 houses in the area are heavily affected. Waste is flowing into our yards and the stench of faeces is unbearable, no should live like this,” says resident Lahja Nghipangelwa. Nghipangelwa says she has over the past two months telephonically engaged the council’s engineering department and laid her complaints on the situation. “My calls to the town council have all fallen on deaf ears. Sewage is flowing all over the place, the roads and walking paths are filled with waste and as result children going to school and those going to town and vice versa have to detour to avoid walking on waste. When at home one has to continuously make use of air freshener to remedy the stench. It is also unhygienic for one to constantly breathe in that type of air,” Nghipangelwa says. Another resident, Sakaria Thomas, blames the manholes breaking down on poor workmanship. “The people contracted to set up this manhole did shoddy work. The town council should hurry up and address this situation. The area has been serviced by the council and people are paying rates and services to the council, so why should they prolong attending to this?” When contacted recently Oshakati Town Council mayor Leonard Hango said he was not aware of the situation but that it would be attended to as a matter of urgency. “Thank you for informing me about the matter. He says the town council has employed 112 young people on a temporary basis to curb unemployment among Oshakati’s youth. Hango announced the town’s budget at Oshakati on Friday. He said the council paid temporary employees N$4,4 million collectively in salaries during the current financial year alone. The town also took in 20 trainees of plumbing and pipe fitting from Valombola Training Centre at Ongwediva, he said. Hango said the budget for this exercise is N$1 million per year. “The council also employs ad hoc temporary employees when the need arises and budgeted amount for ad hoc temporary work is at N$80 000 this financial year,” he said. The mayor further said the council is busy with a project to install a prepaid water system around town. “Phase one of this project includes the pilot project of procuring and installation of these prepaid water meters in certain parts of town. The pilot project cost the council an amount of N$726 570,” Hango said. He said the council also made budgetary provisions of N$150 000 for the construction of shared toilets in some informal settlements, focusing on Onawa. Iipumbu calls for wider recognition for Oshakati Totem Expo Niël Terblanché The Minister of Home Affairs, Immigration, Safety and Security Lucia Iipumbu has called for the elevation of the Oshakati Totem Expo to a national and international platform, saying the annual event holds the potential to drive economic growth and preserve cultural heritage. Speaking at the official opening of the 2025 Oshakati Totem Expo on Saturday at the Oshakati Independence Stadium, Iipumbu described the event as more than just a celebration of tradition. She referred to the tenth edition of the expo as a platform for economic activity, cultural exchange, and social unity. Man assaulted after being mistaken for criminal A man (37) was admitted to the Oshakati State Hospital on Friday after allegedly being mistaken for a criminal and attacked at Ongwediva. The man was walking from Mykonos towards Mbelle Flats in the early hours of Friday morning, from where he intended to hitchhike to Oshakati. According to a crime report he found himself approached by a suspicious looking group of men upon which he sought refuge within the Mbelle flat building. There he began knocking on doors in search of help. The report states the Namibian man was allegedly “ assaulted with a tonfer, a knobkerrie, fists and kicked all over his body by two suspects, a male age 42 and a female age 52”. The suspects are alleged to have had the impression that he had entered the building to commit a crime.
