3/ OWN RESOURCES WILL BE TRICKY
It is well played by the Commission that is now seem self-evident that the #MFF cannot bear the burden of #NGEN repayment - but #OwnResources are notoriously difficult to agree on - limited confidence that the proposal will stand

1/ IT IS A BALLSY PROPOSAL
The combination of a relatively ambitious budget frame, a proposal for #OwnResources (double what is needed to repay #NGEN) and a significant re-design underscores that this Commission actively seeking to shape the 🇪🇺

Up early to discuss EU #debt

Main points:
- #NGEN underscores that #grants are used (not #loans). To be impactful a future EU loan will have to be grants based
- Talk of a new loan will force the #EUCO to face up to the issue of #repayment and #OwnResources
