Peak hour vehicle volumes experienced on streets outside of the Downtown Study Area usually range between 200 and 2,200 vehicles per hour per direction of travel. Inbound vehicle volumes are generally considerably greater than outbound flows and increase significantly in magnitude as the downtown area is approached. Although vehicle travel times were obtained for off peak as well as peak conditions, the travel time statistics quoted in the report refer only to the A.M. peak hour. All runs were conducted on week days, Monday through Friday, and under average summer weather conditions. (Winnipeg Area Transportation Study, Volume One. p. 66)

Where a combination of vehicle and train volumes are relatively heavy, the crossings are protected by railroad grade crossing signals. These at-grade crossings are not only a cause for delay to on-street vehicular traffic when occupied by a train but also constitute a potential accident hazard between rail and street vehicles.
