MESSAGE 1: People need to stop pretending as if those in this administration don't know what they're doing (excluding Trump himself). They know exactly what they're doing, and they aren't accidents. MESSAGE 2: Yes. I think the appearance of incompetence has actually helped them in the long run, because people have underestimated the level of threat. So Trump makes a helpful mascot to all this, people think what's the worst he could really do? But honestly, Trump knows what he's doing too. He's a lifelong scammer and he's been involved in over 4000 legal cases through his life, he knows what he's doing when it comes to working the system and tricking people and he's surrounded by those who are more skilled at it also. Not to mention tech billionaires, and other billionaires using their wealth and direct influence to try to check things off their wishlists while there's an administration in charge with no respect or allegiance for the Constitution or for normal government processes.
