This was pre 1994 & the #RightToManage. We were negotiating the Management Agreement, when the Tory Government brought in Compulsory Competitive Tendering of Housing Management (HMCCT). This would have scuppered the EMB before it got going, except that there was an exemption for TMOs in development.
