RA migrates to digital reminders for license renewals Niël Terblanché The Roads Authority (RA) has started sending renewal reminders for vehicle licence discs and driving licences via SMS and email. This move replaces the printed notices previously delivered through NamPost. “Going forward, all renewal notices will be sent via cell phone messaging (SMS) and email. Clients are urged to visit their nearest NaTIS office to request renewal notices and provide their updated contact details. The process will be subject to verification and positive identification,” the RA said. The new digital system forms part of the RA’s shift to a paperless process. The goal is to improve communication and make renewals easier for motorists. Motorists who already use the Online Licence Renewal platform do not need to visit a NaTIS office. Their contact details are already in the system. The RA said renewal notices act as reminders that licence fees or driving licence validity are nearing expiry. The RA sends these notices after processing the billing but before the payment due date. Corporate bodies, state-owned enterprises, and government offices can also request notices on behalf of their representatives. They must email the RA helpdesk and provide valid identification. The RA encouraged all motorists to register for the digital service on its website to manage renewals more easily.

Services at Karibib Natis temporarily halted The Roads Authority (RA) has announced the suspension of services at the Karibib Natis Centre due to renovations. “RA hereby informs the public that, due to ongoing renovations at our Karibib Natis Centre, motor vehicle roadworthy testing and driving licence testing services will be temporarily suspended effective Tuesday, 6 May,” says a statement issued by the RA on Monday. The statement noted that the renovations are intended to enhance service delivery, increase security and modernise the facilities. “The renovations are part of our continued efforts to improve service delivery, ensure the safety of all clients and upgrade facilities to meet modern standards,” it says. It further states that a notice will be issued once services are reinstated. “In the meantime, clients seeking urgent driving or roadworthy tests are advised to use alternative testing stations during this period,” the statement urges. Roads authority aims to restore damaged roads by Easter Roads Authority (RA) chief executive Conrad Lutombi has assured Oshana regional governor Elia Irimari that some flood-damaged roads in the Cuvelai-Etosha Basin will be repaired before Easter. Lutombi made the pledge during a courtesy visit to the governor on Thursday, before his team went for site visits of affected areas. He estimates an amount of N$230 million to fully restore and upgrade affected roads across the Oshana, Oshikoto, Ohangwena, Omusati and Kunene regions, including adding drainage to prevent future damage. According to Lutombi, several gravel roads have been washed away, with some still submerged by water. “A number of our roads are washed away and this is affecting economic activities in these areas and people have no access to essential services,” he said. He said in the Kunene region, the main road at Opuwo has been completely damaged and in the Omusati region some of the roads have been damaged or washed away by heavy rains. The Oshana region also has some damaged roads, with the Okapiya road being in a critical state. In the Oshikoto region, the road passing through Olukonda is affected and the Endola-Ongenga road in the Ohangwena region is also in bad shape. “The Roads Authority’s commitment to pre-Easter repairs offers a glimmer of hope for communities struggling with disrupted transportation and access to essential services in these flood-stricken regions,” Lutombi noted. The RA’s long-term restoration and upgrade project, contingent on allocated funds, aims to build more resilient road infrastructure capable of withstanding future flooding events. Nekundi tells RA to speed up Aris River bridge replacement Minister of works and transport Veikko Nekundi yesterday asked the Roads Authority (RA) to consider applying for emergency procurement to repair the Aris River bridge which collapsed last week after heavy rain. The collapsed bridge left Rehoboth residents who commute to Windhoek stranded. The bridge on the B1 national highway, located 30km south of Windhoek, was severely damaged by flash floods caused by heavy rains. Nekundi said the bridge could not be repaired and that it must be replaced with a dual-carriageway bridge. The minister, who inspected the bridge, advised RA chief executive Conrad Lutombi to consider applying for emergency procurement to ensure the timely completion of the new bridge. “I think I am suitable to give a policy directive in the national interest. We cannot go on the normal method of procurement, that takes months and months. So, I have directed them to apply for the emergency procurement, and still stick to the rules of emergency procurement,” Nekundi said. The minister also inspected the N$10-million bypass road, which was constructed to facilitate traffic movement along the busy route between the capital and southern Namibia, extending to the South African border. The minister commended the contracted company, deployed on an emergency basis to construct a bypass, which is currently working on the second lane. “They were deployed promptly, and they have restored a kind of a passage that was constructed to allow the traffic at least to flow, despite being one way,” the minister said. Lutombi says the construction of the new Aris River bridge will take up to seven months to complete. “You know about the collapse of this bridge, which we have now restored the temporary access, and we are working on the permanent bypass, which is two-way. “And then after that, we hope to open it in the next three weeks. And then we are also busy with the design of the reconstruction of this bridge. “The reconstruction will take us around seven months, so it’s not a quick solution. We will have to make sure that we design it to withstand the flow of water we have observed. So it must be designed and constructed to a high standard,” he says. Lutombi says he expects a comprehensive report detailing the extent of the damage to national highways, including rural roads. He adds that the road branching off from the Hosea Kutako road leading to the Ovitoto area has been closed to the public due to extensive damage caused by rain. RA has also taken precautionary measures by closing the old road between Windhoek and Okahandja, as the bridge between Osona Village and Osona Military Base has shown signs of potential damage that could lead to its collapse.
