Swartbooi says LPM will retain Hardap, //Kharas regions Landless People’s Movement (LPM) leader Bernadus Swartbooi says his party will retain its two stronghold regions in southern Namibia in the upcoming regional and local authority elections in November. The party has shifted its focus to the November elections and will not take part in by-elections taking place on 17 June. The party will, however, endorse other opposition parties’ candidates running in the by-elections, Swartbooi said in a recent interview with OneAfrica. Speaking on Saturday at a press conference at Keetmanshoop, Swartbooi said: “We will not be shaken. We will retain our two regions in the upcoming regional and local authority elections.” He said the two regions’ inhabitants are behind the LPM as they are not convinced by the incumbent government’s leadership. He also said those trying to overthrow the LPM will not succeed as the party aims to retain its position. He added that it will carry on with its campaigns to engage community members. Swartbooi described free education for all as a far-fetched dream. He said a 100% government subsidy for education is not possible as the government is already struggling to address water issues in the country and given the fact that it is relying on foreign funding. He said the disparity between the education budget of N$24 billion and the development budget of N$12 billion is a concern. “How do you ecpect to create jobs when the education budget is double the development budget? “Now you educate students to go work where if industries are not being created. This government has failed the citizens once again,” Swartbooi said. He said his party has made strides in developing the region with more work still under way. He revealed that the party will soon present to the public its achievement report during its past five-year rule to unpack its achievements, challenges and future plans. Swartbooi acknowledged the chaos that has been happening at various local authority councils pertaining to chief executive officers and administration. One particular instance is at Karasburg, where the town’s finance manager and mayor were arrested for contravening the Local Authorities Act by changing authorisation signatures and appointing a chief executive without the line ministry’s approval. Swartbooi assured that these issues will be a thing of the past, following a new strategy adopted to address councils at Rehoboth, Keetmanshoop, Mariental and Karasburg among others, inadequate capacity and an absence of substantive CEOs. Govt sinks N$224.5m into abandoned //Kharas projects Taxpayers’ money continues to go to waste as the government is yet to address the trend of abandoned capital projects. According to a report by the parliamentary standing committee on economics and public administration, six projects valued at N$224.5 million have been abandoned or are incomplete. Some of the projects date back 10 years. The report released yesterday was a follow-up on agro-processing development projects in the //Kharas, Otjozondjupa, Zambezi, Kavango West and Oshana regions. Among the projects are vital infrastructure developments at Aussenkehr in the //Kharas region. The Aussenkehr settlement treatment plant project, valued at N$36 million, was abandoned in 2015 when it was 70% complete. Similarly, the Aussenkher settlement electricity network project, a N$15-million undertaking, was abandoned in 2016 with 40% of the work done. The tarring of Aussenkehr settlement roads, a N$12-million project, also ceased in 2015, after 60% of the work was done. Further south, the Noordoewer settlement sewerage treatment plant project valued at N$19.5 million was abandoned in 2015 at 60% completion. Meanwhile, the Fonteintjie aquaculture fishing project at Keetmanshoop, a N$22-million initiative spearheaded by the then Ministry of Fisheries and Marine Resources, was abandoned in 2018 after reaching 80% completion. And while the country struggles with a high unemployment rate and no space to absorb graduate teachers, the Ambrosius Amutenya Combined School at Oranjemund valued at N$120 million was abandoned in 2015 when it was only 20% complete. Acting chief regional councilor of //Kharas Ralph Sachika has said the projects were suspended due to a lack of funding. He asks the government to allocate money for the projects to be completed. “The projects were merely put on hold as a result of financial constraints. We recommend budget provisions be made to resume the works on-site and complete these long overdue projects,” says Sachika. LITMUS TEST Economist Omu Kakujaha-Matundu recently said the culture of ‘no consequences’ has persisted for too long and nobody is held accountable when projects fail or are abandoned. He said since the president has promised the nation that “it will not be business as usual”, these failed and abandoned projects are the litmus test for the new administration. “Should the president [Netumbo Nandi-Ndaitwah]fail to act against those behind such waste of taxpayers’ money, it will compromise her credibility. Everyone who derails projects that are meant for development and job creation should be made to account,” said Kakujaha-Matundu. Former member of parliament Maximalliant Katjimune says the goverment has to do better at planning and realigning projects with the available capital. “Part of the problem is that when the goverment plans development projects, it does so without the plan being backed by full capital needed to complete the project,” says Katjimune. //Kharas Swapo councillors, council reconciliation fails The //Kharas Regional Council on Friday met with three Swapo councillors, Susan Ndjaleka, Lazarus Nangolo and Thaimy Nanyemba, to seek reconciliation after a vote of no confidence was passed regarding the Swapo councillors at the end of March. Regional council chairperson Joseph Isaack said the council passed a vote of no confidence in the Swapo councillors when it came to light they, who took the council to court for suspending them without salaries, were receiving payments from the Ministry of Urban and Rural Development. Isaack says the councillors approached the ministry, who in turn obtained a legal opinion from the Office of the Attorney General and treasury and started to pay the councillors from the same month, July 2024, when the council discontinued their salaries. Attempts to obtain comment from the Swapo councillors proved futile as their phones were not picked up. Swapo councillor Lazarus Nangolo, at the time when the High Court ordered the councillors to be reinstated with salaries, said he could not comment then. “I cannot comment yet because there was no council meeting yet to confirm our reinstatement, but there is also an issue of payments,” he said. Isaack said the council realised there was dishonesty among the councillors. “The Regional Councils Act says a councillor is supposed to receive renumeration only from the council, no other institution or body as that will be deemed illegal. And based on that, we passed the vote of no confidence,” said the chairperson. He said, however, as the council and the Swapo councillors still have pending cases in court, they were summoned by line minister James Sankwasa to seek reconciliation and reach an agreement outside of court for the sake of development. “At council we are still without a management committee. We asked the Swapo councillors to take up those seats, and in return we will withdraw the vote of no confidence. “But the Swapo councillors countered by asking that the Landless People’s Movement (LPM) councillors vacate one seat at the National Council and give it to one of them to take up the vacant seats in the management committee. The LPM councillors felt they are in majority and can’t vacate their seat. The Swapo councillors then said ‘the status quo will continue’,” said the chairperson. Since the 2020 regional and local authority elections, when LPM won four constituencies out of seven in the //­Kharas region, the regional council has been without a management committee. Swapo members abstained, saying LPM members who have the majority should serve on the management committee as the leaders who won the election with promises that they have the interests of the residents at heart, but they opted to take the salary of the National Council. At the time //Kharas Swapo regional coordinator Mathew Mumbala said LPM cannot expect Swapo members to form the management committee, where the bread-and-butter issues of the residents are discussed and planned, while they run to the National Council for money. “When you form your government you must form your Cabinet first, and the management committee is your Cabinet in the regions. Early pacesetters of the Nedbank Namibian Newspaper Cup  //Kharas, Kunene and Kavango East are the early pacesetters after the first day’s play at the Nedbank Namibia Newspaper Cup on Friday.  //Kharas went to the top of the log in Group A after winning their opening two matches, beating Oshikoto 1-0 and Zambezi 4-1.  Against Oshikoto, Vince Roman scored the winning goal midway through the first half, while midfielder Tuundjakuje Kandingua won the man of the match award.  Zambezi managed to hold //Kharas to a goalless draw by halftime, but after the break it was one-way traffic as they ran out comfortable victors. Roman, Jonas Kooper,  Siegmund Sauerwein  and Pieter Perkat scored Zambezi’s goals, while Ponahazo Kamunu scored for Zambezi. //Kharas investigates N$700 000 payment to toddler The//Kharas Regional Council has called a special meeting over an alleged irregular payment authorised by its acting chief, which is now under police investigation. The special council meeting to be held today will seek clarity from acting chief regional officer Ralph Sachika, who is accused of allegedly authorising a payment meant for August 26 Construction to a third party. The Namibian on Friday reported that a portion of the money paid to the company awarded a tender to construct classrooms in the //Kharas region – an amount of N$700 000 – was allegedly paid to Sachika’s two-year-old daughter. Council chairperson Joseph Isaacks saysthe council is aware of the tender awarded to August 26 Construction, as well as their subcontractors being paid regularly by the council for various contracts. This includes the construction of classrooms and the council’s office park. However, Isaacks said the council was not aware of a payment of over N$3 million made to an internet company called Tushiko Internet Technologies CC – with Sachika’s authorisation. “For us it is important that we get to the truth as quickly as possible in this matter. Therefore, we have called a special council meeting, and we have asked Sachika to present the documentation presented to him upon which the alleged payments were instructed,” he adds. RAISED IN NA Affirmative Repositioning (AR) leader Job Amupanda revealed the matter in the National Assembly (NA) last week as he questioned minister of defence and veterans affairs Frans Kapofi about the involved payments. Amupanda alleged that, following meetings between Titus Iipumbu and Sachika, an amount of over N$3 million was paid – with Sachika’s authorisation – to an internet company called Tushiko Internet Technologies CC. He claimed that although the payments were made to Tushiko Internet, the funds were actually paid into a bank account of Tushiko Investments CC before being transferred to an account owned by Maria Iipumbu. Amupanda claimed Maria Iipumbu then made several payments to numerous individuals, including Titus Iipumbu who received more than N$2 million, while N$700 000 was paid into Lusia Jacob’s FNB account. After this, the money found its way into the bank account of the two-year-old daughter of Jacob and Sachika. According to Amupanda, his investigation indicates that Sachika also received money from Jacob, traced back to the money he authorised to be paid to Tushiko Internet. “This middleman, August 26 Construction, got a tender to build the //Kharas Regional Council office park. Typical of middlemen operators, August 26 Construction subcontracted Ultimate Traders CC for the supply and installation of furniture amounting to N$3.1 million. “It is not that this hero’s middleman company cannot supply furniture directly, it is because the comrades must eat,” said Amupanda. Of this amount, N$2.9 million has already been paid to [Ultimate Traders CC],” he alleged. //Kharas police commander Marius Katamila said a joint investigation with the Commercial Crime Investigation Division was launched into the matter last year as the acting chief regional officer made a case of fraud on 8 November 2024 concerning the matter. Katamila said Sachika alleged in the dossier that Iipumbu submitted fraudulent letters and documents purporting to be from August 26 Construction authorising the redirection of millions from August 26 Construction to the internet company, including a fake memorandum of agreement of cessation. Katamila said August 26 Holdings also opened a parallel case in Windhoek. “Currently we are awaiting a response from the prosecuting authority about the jurisdiction of where the case should be investigated, since Windhoek has a case and //Kharas has a case. “We are talking about money and internet payments, so with financial crimes you have to deal with issues such as the point of origin,” Katamila said. The police have collected affidavits from several council employees related to the investigation. Kapofi is expected to respond to these inquiries during an NA session on Thursday.
