The neighborhood cafe bill explicitly allows cities to regulate parking, but #SB5184 makes it illegal for cities to require parking for commercial uses under 3,000sf.

@jessdbateman.bsky.social it would be good to add an amendment like “except when disallowed by other laws, such as RCW 35.21...”

for me ' #ParkingReform' bills to date like WA #SB5184 aren't so strong or model, b/c they spend the momentum and window-of-oppty on an imo narrow, in ways unambitious, purely #deregulation response to issue. What one might call #MissionAccomplished &/or #WeGotOurs problems

Seattle removed minimum parking regulations near transit in 2012
A study of 868 residential developments permitted in the following five years concluded:
“70% of new buildings in areas not subject to parking requirements still chose to have on-site parking.”
“Collectively, the new buildings included 40% fewer parking spaces than would have previously been required, saving an estimated $537 million in construction costs and freeing up 144 acres of land.”

If the #Washington state legislature passes #SB5184, people will still build parking. They just won’t have to build far more than they need.

Minimum parking mandates increase rents.
University of California researchers found that nationwide, bundling the cost of a garage space into rents “adds about 17% to a unit’s rent”
“Minimum parking requirements create a major equity problem for carless households”, they write.
The regulations force carless – generally low-income – people to pay higher rents for parking they don’t need and can’t use.

#SB5184 “would ban local governments from being able to require any parking in a wide array of cases, apart from what is required under the Americans with Disabilities Act (ADA).”

If this bill passes, #Washington will have more affordable housing and fewer homeless people.

Jess Bateman (@jessdbateman.bsky.social) dropped a banger of a bill in #waleg today.

#SB5184 would reform parking mandates in Washington State. In most cities, the base minimum parking mandate could be no more than 0.5 stalls/unit for residential or 1 stall/1,000sf for commercial.
