He plans low profile issue heat dissapation for now.
Typical BBC misdirection here "Latterly, her government was embroiled in a heated debate about its plans for gender recognition reforms, ultimately shelved after being challenged in the courts by the UK government."

The 🏴 Parliament can’t legislate on reserved matters but there’s a ‘convention’ that 🇬🇧 gov will NOT introduce legislation on devolved areas without the agreement of the 🏴 Parliament.
