This is an unsurprising outcome given the:
a) extent of LA fires' destruction
b) stop-gap nature of FAIR plan design

As of 2024 insurers can pass these costs on to ratepayers, so rates across the state will rise as a result.

Risk pooling certainly is. But when we’re talking about climate-driven disasters that aren’t caused by individuals (except oil company execs) & that individuals can’t prevent, is an individual risk approach really the most effective, let alone ethical, response?
