JPJ detects three major violations by Thai van, collects RM5.59 million in fines KOTA BHARU: Lack of an International Circulation Permit (ICP), driving without a Competent Driving Licence (CDL) and failure to display the ICP as required have been identified as the three main offences frequently committed by Thai van drivers operating in this country.
