This promise was spelled out in the Zimmerman Telegram, sent to top Mexican officials by a high-level German under secretary. Germany was resuming unrestricted submarine warfare and expected this would cripple the British and com- pel the U.S. to declare war against Germany.
In his telegram, Zimmerman wrote: “We make Mexico a proposal of alliance on the following basis: make war together, make peace together, generous financial support and an understanding on our part that Mexico is to reconquer the lost territory in Texas, New Mexico, and Arizona. The settlement in detail is left to you.”
British operatives intercepted the telegram and alerted U.S. officials, who were incensed by Germany’s proposal. U.S. anger turned to outrage when Zimmerman confirmed the German offer was genuine. The telegram changed American perceptions of the conflict in Europe and the U.S. declared war on Germany a little more than a month later.
