There is a brief introduction, which states that Giustinian met Napoleon twice. The first in Graz on April 25, 1797, and then again on May 2nd.
Giustinian sends greetings to Napoleon on behalf of the Venetian Republic.

Napoleon is furious with the Serenissima and accuses Giustinian of serving criminals who threaten freedom and revolutionary ideals. Recanati says he will not leave Treviso unless the government orders him to. Napoleon is furious and demands the heads of ten Venetian inquisitors.
