Garissa County commissioner warns perpetrators involved in charcoal burning, tree logging Garissa county commissioner Mohamed Mwabudzo has warned against charcoal burning and the illegal tree logging in the county, noting that action will be taken against perpetrators. Mwabudzo who was speaking during the celebrations of the International Day of Forestry at County High School said that the government will not relent on charcoal burning and logging until the forest cover is improved to mitigate the effects of climate change in the area. โ€œCharcoal burning and tree logging is banned as far as we are concerned. We have a challenge with enforcement but we will discuss in detail the techniques that would ensure that these activities do not thrive or continue,โ€ Mwabudzo said. โ€œI am also encouraging the deputy county commissioners across the county to ensure that there is no charcoal burning in their respective sub-counties and that tough action will be taken against anyone found burning or transporting charcoal in this county,โ€ he added. The county commissioner further led different state agencies, including the county government officials, the Kenya Defence Forces (KDF), Kenya Forest Service (KFS), NEMA and a host of non-governmental organizations in planting over 2000 tree seedlings in line with President William Rutoโ€™s directive to plant 15 billion trees by 2032. He further noted that the county had initiated different programs including the Chiefs Climate Action held monthly aiming to increase forest cover and harmonize agricultural practices with forest conservation by integrating trees into farming systems. Middle-aged man drowns in River Tana The body of a middle-aged man who drowned in River Tana while swimming has been recovered after a day of search. According to the police report, Richard Kimani, a _jua kali_ artisan in Garissa, in the company of an unidentified friend were relaxing at the banks of the river when the deceased decided to swim in the river. After sometime, Kimani was said to have vanished, and the friend tried to call for help, but rescue efforts became futile. While confirming the events, Garissa Township Sub County Police Commander Samuel Boit warned the residents against swimming in the river saying that the water levels were increasing due to the ongoing rains in upstream counties. โ€œAfter receiving the reports of drowning, we summoned a team comprising the Kenya Redcross, local divers and the police who began searching for the body along the river Tana. โ€œI want to warn the residents against swimming in the Tana River. The river is deep, the water volume is high and there are dangerous animals like crocodiles in there,โ€ he said. He said that the body was moved to Garissa mortuary for preservation and postmortem examination. The area village elder, Alex Njeru, urged community members to stay away from the river or activities that may endanger their lives adding that rains from the Mount Kenya region are increasing the surface level of the river. โ€œWe are calling upon the community in this rainy season to stay away from the river for the time being,โ€ Njeru said. Government to address border porosity, seal illegal entry and exit points The National Government through the Border Control and Operations Coordination Committee (BCOCC) is working on a national draft policy to address the porosity of borders and seal all illegal entry and exit points. The policy will ensure that the borders are well secured, with well-coordinated border patrols and further guide entry or exit of goods and people through the gazetted border points. Over the years, there have been many concerns including smuggling of drugs and illegal goods especially sugar and powdered milk, human trafficking and entry of terrorists into the country through the porous borders which are potential risks to national security. Speaking during a meeting with security agencies, immigration, and Kenya Revenue Authority (KRA) officials in Garissa, the Secretary at the state department for internal security and national administration in charge of border management Kennedy Nyaiyo said that a well-coordinated approach will not only secure the borders but also guarantee legitimate trade and travels. โ€œThese engagements are meant to help us understand the nature of porosity in this region. The outcome is very clear that porosity in this region is very high. We note that the borders are currently closed but we still have trade happening meaning that these goods are coming in through _panya_ routes which have not been gazetted,โ€ Nyaiyo said. โ€œIf we do not have borders that are secure, then we cannot talk about trade or travel. When you walk in all these shops in this region, you will find that the sugar and many other products may be coming through the porous borders,โ€ he added. On his part Mr Rashid Khator, the Secretary for Administration in the ministry of Agriculture, said that the entry of goods and products through the porous borders is a big disadvantage to the Kenyan farmers whose market is being taken by illegal goods. He called on Kenyans and business people to be patriotic and only consume locally produced goods or those that have been imported through the right channels. โ€œProduction has increased with this government and we want a market for our products including maize and sugar. We need to address the gaps that are there to allow the smuggling of other products from other countries,โ€ Khator said. Garissa county commissioner Mohamed Mwabudzo on the other hand said that the area administrators and their security agencies are working to manage the borders but said they are working with other partners to improve the situation for better border management. New policy to address gaps in tourism sector, adopt technology The Kenyan state department for tourism is aiming to enhance the competitiveness and sustainability of the countryโ€™s tourism sector by devising innovative strategies to tackle its challenges. For instance, the sector faces challenges such as health issues, safety and security concerns, climate change impacts, inadequate infrastructure, and technological advancements. It is against this backdrop that the National Tourism policy, 2024 (draft) has been prepared and is currently undergoing public participation across the country. The policy aims to enhance collaboration, cooperation, synergy, partnerships and participation in the tourism sector by all levels of Government and all stakeholders. Besides, the policy seeks to promote and support the provision of incentives and other economic instruments that enhance investment in the sector. Speaking during a public participation forum for the policy in Garissa, David Kinyangi, a director at the state department of tourism said that the department is trying to realign the activities in the tourism sector to be in tandem with the emerging issues in the sector. โ€œThe policy has highlighted several issues, which are very important, and if implemented, they are going to make the sector prosper. โ€œWe have discussed issues pertaining product development, tourism investment and finance, tourism promotion and marketing and capacity building training,โ€ Kinyangi said. Furthermore, the policy will look at the tourism research and the tourism enablers, which are other incentives to enable the sector to thrive.
