In 2001, #ICTR judges confirmed an indictment against Kayishema for #genocide, complicity in genocide, conspiracy to commit genocide, and the crime against humanity of #extermination. In February 2012, his case was referred to Rwanda, to be tried there upon his eventual arrest.
Emmanuel Ndindabahizi - Minister of Finance in the interim government sworn in on 9 April 1994, which presided over the #genocide in #Rwanda - has died.
In 2004 the #ICTR found him guilty of 3 counts of genocide and crimes against humanity. He was serving his life sentence in #Benin

A thread on Protais Zigiranyirazo's arrest, trial, conviction, acquittal, continued detention and - 16 years after his acquittal - his death on 3 August 2025, at the house in #Niger where he has been under effective house arrest since 2021.
The death of Protais Zigiranyirazo is a reminder that 31 years after the #genocide in #Rwanda, 28 years after the first trial of the #ICTR, & 16 months after the ICTR's officially declared end, many questions around justice, truth, accountability, & punishment still remain both unanswered & urgent.
The prosecutor at the #ICTR alleged that 'Mr. Z' was a "prominent member" of the "tight circle" of elites surrounding Habyarimana: the 'Akazu'.
He was accused of ordering & visiting #roadblocks, leading a convoy to kill #Tutsi refugees in Gisenyi, & ordering his own son to kill Tutsi gendarmes.
A former #ICTR detainee, still stranded in #Niger since 2021, has died.
Protais #Zigiranyirazo, known as 'Mr. Z', was a businessman and brother-in-law of Juvénal Habyarimana, President of #Rwanda
Tried on charges of #genocide and crimes against humanity, he was acquitted on appeal in 2009.

Fulgence Kayishema was arrested in #SouthAfrica in 2023 based on a 2001 #ICTR indictment for #genocide & #crimesagainsthumanity
His case has been fairly quiet since, & he remains in limbo. His defence now asks the ICTR's residual mechanism to revoke a 2012 decision to refer his case to #Rwanda

Lydia Mugambe, appointed as a judge to the #UN’s residual mechanism for the #ICTR and #ICTY in 2023, has been convicted in a #UK court of breaching immigration law by keeping a young 🇺🇬 woman “slave” in her house, forcing her to work as a maid.
