He, along with his now-named partner, Viktor, created the Hexgates, the now-defunct rapid transit that put Piltover on the map. Talis was an inventor during the fraught period of time when tensions between Piltover and the Undercity (as Zaun was called then), began to boil over, leading to a brief stint as a Councilor, where he attempted to keep the Hexgates and Piltover safe.
