Genetics allow the lucky ones to possess the patterns already—it is a dominant trait. Otherwise, these can be achieved by tooling the skin to encourage growth. It's a painful and lengthy process and it is not reserved for just the men.
Some Mesoamerican cultures reportedly considered facial hair unfashionable or reserved it for respected elders. In some cases, facial/body hair also tends to grow sparsely, if at all. Genetics, wee!
In my headcanon, the Zandalari don't grow facial/body hair, they grow the chi’tzuul. It keeps them unique and separates them from elven races, a luxurious beard being a distinct Kaldorei trait.
