I'm not usually one to jump to the most conspiratorial explanation, but couple this with #PutinTheMurderer 's anger at the US selling longer range missile to Ukraine (which he mentioned today) and Russia's current drone swarms against Europe, and there's a good chance Russia was behind this.

Russia will never annex Ukraine.
In fact, I'm betting later this year, when some oligarch has finally had enough, and #PutinTheMurderer falls out of the highest window of the Kremlin, Russia will return all of the stolen land to Ukraine, and beg for help rebuilding their shattered country.
Issues like this, where #PutinTheMurderer literally blows off the leader of Brazil, are why I have hope that #BRICS will not succeed as a rival to the EU or the US.
