England Introduces Reforms for Special Educational Needs and Support Plans The UK government has announced a major reform of the special educational needs and disabilities (SEND) system in England, introducing new support structures and documents to improve care for children. Education, Health and Care Plans (EHCPs) will be reserved by 2035 for children with the most complex needs, while current EHCP holders will retain their plans until reassessment begins in 2029. In addition, Individual Support Plans (ISPs) will be introduced for all children with SEND, including those without EHCPs. ISPs are flexible documents that outline a child’s day-to-day needs and the support they require, with annual reviews and parental consultation. Children’s ISPs will also determine the level of support they receive: 'targeted', 'targeted plus', or 'specialist'. Targeted support may include small group help or reasonable adjustments for learning differences, while targeted plus provides access to specialists and dedicated SEND spaces. Specialist support involves personalized packages created by health and education experts, which also form the basis for new EHCPs. The reforms aim to ensure children receive the right support at the right time, allow flexibility between support levels, and establish national inclusion standards by 2028, setting clear expectations for schools and families.
