18-20mm hole in the ground, surrounded by dead grass. What species made this? What lives there? Too scared to find out.

Spotted in the reserve (Canberra, ACT) on last night's walk. 18-20mm across. Clean hole. Had "free drugs inside" kinda vibe so I didn't try to find out what made this hole. Too scared.
