● This release updates the English Indices of Deprivation 2019.

● The English Indices of Deprivation (IoD25) measure relative levels of deprivation in 33,755 small areas or neighbourhoods, called Lower-layer Super Output Areas (LSOAs), in England.

● The IoD25 suite of resources comprises of 7 standalone indexes which are combined and weighted together to form the Index of Multiple Deprivation 2025 (IMD25) – the official measure of deprivation in England.

● The Income Deprivation Affecting Children Index (IDACI) and Income Deprivation Affecting Older People Index (IDAOPI) have been updated.

● Actions and recommendations from the Indices Futures user consultation have been fully incorporated and considered as part of this update.

● New datasets, methodologies and geographies have been used to produce the IoD25, meaning outputs are less directly comparable to previous Indices.

● Alongside the technical report, focused on data sources and methods, and research report, focused on analysis and interpretation, the IoD25 also includes a rural report, investigating deprivation in rural areas.

The 2023 sub-regional fuel poverty model is based on national data drawn from the EHS combined 2022 and 2023 dataset. Application of the model requires specific local area data for a variety of demographic and socio-economic factors, which are derived from the 2023 Experian data and 2011 Census small area datasets. 2011 Census data continued to be used rather than updating to 2021 due to changes to question categories and the impact of the COVID-19 pandemic on economic activity in 2021.

It is not possible to produce sample based estimates at the local level because of the relatively small sample size in the EHS survey, which does not give sufficient coverage for each of the 296 Local Authorities or the individual Census Output Areas (COAs) within them. To produce estimates at this level, EHS data is used to create a model which can then be applied to a national (household level) dataset. The limitation this brings is the possibility that small areas which are atypical in characteristics are unlikely to be identified by the model. It is therefore essential to compare, where possible, the modelled sub-regional level results to the national and regional statistics.

There are no official published statistics on poverty-related deaths. Statistics on deaths from specific causes are based on the medical causes of death recorded on a death certificate, which are coded using the International Classification of Diseases (ICD). Although poverty is included within the ICD it is rarely coded as a cause of death.

Estimates of the number of deaths due to some factors that influence mortality but are not always stated as a cause of death, such as smoking, can be made. However, there is no agreed definition of a poverty-related death for use within Government, and no official statistics on potential numbers.
