In his book The Guarded Gate, historian Daniel Okrent explores the cyclical nature of American immigration policy. He shows how periods of openness-when new labor and ideas are welcomed - are followed by backlash and exclusion. For example, Chinese laborers were recruited to build the transcontinental railroad, only to face the Chinese Exclusion Act soon after. This cycle mirrors natural processes in striking ways.
Upwelling as Analogy
In the ocean, upwelling occurs when winds and currents bring cold, nutrient-rich water from the depths to the surface. This fuels plankton blooms, fisheries, and the entire marine food web. Yet when winds shift and upwelling ceases, surface waters grow warm and nutrient-poor, leaving ecosystems depleted.
Society follows a similar sine-wave pattern. Immigration acts as our upwelling — revitalizing economies, enriching culture, and seeding innovation. Over time, however, backlash builds. Fear and exclusion push these resources back down, just as the ocean surface closes after an upwelling event. When the cycle of openness is blocked for too long, stagnation sets in.
