I am not quite sure but I feel like it is something that puts the reader in the driver's seat. but generally I would say you is what tells the reader how to view what's happening. are you what's being performed on or just watching.

I dont quite know what "who is THAT you" is asking. So I will repeat the fact that in the book "you" shifts to referring to the reader, the author, or a number of characters depending on the environment the passage takes place in.

I think "you" is just anyone, a generic reader that has the opportunity to connect with what's being said and recognize a situation as one's own. To me, it's trying to get someone to empathize with something that's going on
