We are writing regarding the Forest Service HRM guidance sent out on May 8, 2025, announcing interim caps on premium pay for Forest Service employees on fire assignments.
The NFFE Forest Service Council (NFFE-FSC) worked with Congress to ensure that up to $9,000 of premium pay was authorized in the Continuing Resolution passed this February.
NFFE-FSC is prepared to file a national grievance and take other legal action, if necessary, should the Forest Service attempt to withhold the premium pay that our members have earned and are legally owed.
To ensure that we are prepared, NFFE-FSC recommends that all employees track any days that they are prevented from claiming premium pay because of the interim cap on premium pay.
Some glitches in the NFC system may soon be resolved in the next several weeks, in which we are told this will be temporary.
Please contact your Local to alert them if you are prevented from claiming premium pay before reaching the $9,000 annual cap. We hope that this guidance will be rescinded before that occurs.
NFFE and the Forest Service Council will fight to make sure that backpay is provided quickly in the event any employees are prevented from claiming the premium pay they have earned.

Attention Fire Folks!  Fire pay likely to have a rough landing  into your bank account!  We are anticipating officially language capturing this but don't anticipate it being soon.  
OPM does not have the mechanisms in place to process the pay  adjustments and meet the effective date.  Currently, WO is saying late April but might be as  late as July. Prepare accordingly.  
Employees will most likely see a decrease in pay in the interim as the prior  temporary pay increase is ended and we await the processing of the  permanent pay increase.  
In the meantime:  Employees will begin earning the pay adjustment but will not see that reflected in their pay until OPM has the  mechanism in place. Most likely it willthen be paid out and notified via an personnel action as done in the past.

 Washington, D.C.-Today, the National Federation of Federal Employees (NFFE-IAM) is responding to the Continuing Resolution passed on party lines by the House of Representatives this evening.
 House Republicans have effectively surrendered their constitutional authority to the White House by approving continuing resolution (CR) that grants the administration a "blank check" to fund the government through the CU end of the fiscal year. This reckless move hands unchecked power to the executive branch, bypassing Congress's role in shaping government spending and policy. By doing so, they have abdicated their responsibility to ensure fiscal accountability and uphold the separation of powers, allowing the Trump administration to continue its pattern of unwarranted firings of federal workers, unlawful closures of programs and agencies, and unchecked violations of federal law by its appointees. Rather than exercising their constitutional duty to serve as a check on the executive branch, Republicans have actively enabled an administration that disregards legal and constitutional constraints. The Constitution mandates that Congress oversee federal spending and executive actions. Yet, instead of providing necessary oversight, Republicans have allowed the White House to dictate funding and policy without any language of restraint in CR. The bill includes a long- awaited, permanent fix to the "pay cliff issue that has threatened federal wildland firefighters` wages for the past five years.
 The pay cliff problem began when a temporary pay increase-intended to address the dangerously low wages of federal wildland firefighters- expired, leaving many firefighters facing potential pay cuts of up to 50%. Since then, Congress has repeatedly passed short-term extensions in appropriations bills and continuing resolutions, but the uncertainty surrounding firefighter pay has remained a significant concern.
 Last summer, following aggressive lobbying by NFFE staff and union members, the House of Representatives passed the FY 2025 Interior, Environment, and Related Agencies Appropriations Act, which included the Wildland Firefighter Paycheck Protection Act (WFPPA) pay provisions.
