Update from the arbitration team: the return to office (rto) hearing was held March 6th. RTO includes remote work and telework articles in the master agreement.

The parties have agreed to submit closing briefs on April 22nd.

We anticipate knowing more in mid May.

We were initially supposed to be starting this process in October, but the furlough delayed it.

Let's Talk Retirement

There are three times in your career when you should take retirement
training:

pp24 (December 12, 2026) and you're not eligible for catch up or
choose to not participate in catch-up- you don't get agency match for
the rest of the year

In an all employee email dated 2/19/2026 hrm announced the 2026 TSP limits and Catch-Up Law.
(The new catch-up law only applies if you made more than 150k in tax year 2025- please see the email for details)

Standard Limit
The standard elective deferral limit increased to $24,500. The agency match is in addition to this.
Catch-Up Limits
Ages 50+ you can contribute an additional $8,000 for a total of $32,500.
Ages 60-63 you can contribute an additional $11,250 for a total of $35,750.
Age 64+ the limit returns to the regular catch-up amount. Your election carries over each year unless you change it.

USDA making Facilities announcement

February 25 1:10pm ET

U.S.Secretary of Agriculture Brooke L. Rollins and Deputy Secretary Stephen A.
Vaden, joined by General Services Administration (GSA) Administrator Edward C.
Forst will give an announcement regarding U.S.Department of Agriculture (USDA)
facilities.

Once released, any proposed "reorg" plans are subject to Union
negotiations, as required by the Master Agreement.

They also have to be presented to congressional appropriations
committees.

Congress has 30 days to give USDA feedback on the proposal.

I want to thank everyone that was able to make it to W3 in the
last couple months and especially to our training committee and
instructors who put so much effort into refreshing the content and holding these
meaningful trainings.

Also a shout out to our council and committee chair members that took time away
from their families to really put in some effort planning ahead for the next two years of
our work. Hopefully, everyone traveled home safely.

And lastly, I want us all to remember what we made it through this time last year: The
Valentine's Day massacre. We came together stronger than we ever have with many of
our union leaders really stepping up and putting a lot of time and effort into saving
thousands of employees' jobs. Many of whom got reinstated because of the work of some of our newest union leaders. That's what unions are all about; recognizing what we can do collectively for each other and pitching in.

I hope you enjoyed the double holiday weekend
and come back ready to continue to hold the line.

In accordance with 5 CFR 550.904(a), General Schedule employees will receive hazardous duty
pay for other specified hazardous duties, including such things as:

1. Traveling Under Hazardous Conditions - When travel over secondary or unimproved
roads to isolated mountain top installations is required at night, or under adverse weather conditions (such as snow, rain, or fog) which limits visibility to less than 30 meters (100 feet), when there is the danger of rock, mud, or snow slides.

2. Work in Rough and Remote Terrain - Working on cliffs, narrow ledges, or near-vertical mountainous slopes where a loss of footing would result in serious injury or death, or when working in areas where there is the danger of rockfalls or avalanches.

Two Big Wins for local 5300
representing our
Law Enforcement Officers

1) FS LEOs will be receiving the 3.8% raise in pp 1. Local 5300 took quick
action working with management, partners and lobbying to ensure our
LEOs were included in the National LEO cost of living increase after they
were initially left off the authorization.

2) Journeyman 1801 and 1811 positions are receiving an extra grade on their
career ladders. NFFE has long held that the GL 1801 and 1811 Position
Discriptions (PDs) did not reflect the complexity of our work. The local,
alongside management, worked tirelessly to ensure that PDs were updated
and captured the work being done. The transition to the new PDs will
become effective starting in pp2. Those with time in grade will be promoted
in the same timeframe.

Roni Fein, CVP and local 5300 were specifically complimented for their
work getting these initiates across the finish line by Law Enforcement
and Investigations Director Tracy Perry

“Acknowledged receipt of furlough notice dated 31OCT2025. I understand that I am being placed in a furlough status due to the lapse in appropriations. However, I note that this notice omits the standard statement regarding retroactive pay under 31 U.S.C. § 1341(c) and the Government Employee Fair Treatment Act of 2019, which provides that both furloughed and excepted employees are entitled to receive back pay at their standard rate after the lapse ends. My acknowledgment of this notice does not waive any rights or entitlements under applicable law.”

We've had some questions about the omission of the furlough pay provisions in the recent shutdown notices. Here's language you can include w/signature acknowledging the new notice that ensures you aren't waiving your rights.

. NLC is still deciding how to handle Rx Burning nationally. The OMB guidance says the agency "may" RxBurn,so NLC is trying to develop the sideboards of when we can RxBurn.

.We asked if they knew anything about potential RIFs or terminations. As news
headlines were saying, NLC was originally expecting to see RIF notices come out
simultaneous with furlough notices. Since that did not happen there is no telling
if we will see them moving forward in ouragency or not.

The OMB guidance says the agency "may" RxBurn,so NLC is trying to develop the sideboards of when we can RxBurn. .We asked if they knew anything about potential RIFs or terminations. As news headlines were saying, NLC was originally expecting to see RIF notices come out simultaneous with furlough notices. Late Thursday night, the U.S. District Court for Northern California issued an injunction that halts the Trump Administration from implementing large-scale reductions in force (RIFs) at most federal agencies. The order extends and replaces the court’s original temporary restraining order that expired yesterday.

The court found the plaintiffs, which include multiple federal sector unions, local governments, and nonprofits, are likely to succeed based on the merits of their claims challenging Executive Order 14210 and the Trump Administration’s RIF directives. The court argued the RIF plans were ordered by the White House, not independently directed by agencies, thus violating the separation of powers.

As a result of the court opinion, the Trump Administration is indefinitely barred from implementing large-scale RIFs and agency reorganizations during ongoing litigation of the case. The court also found the plaintiffs had legal standing to bring forth the case based on job loss, diversion of resources, and disrupted public services.

The order applies to the departments of Agriculture, Commerce, Energy, Health and Human Services, Housing and Urban Development, Interior, Labor, State, Treasury, Transportation and Veterans Affairs, in addition to OMB, OPM, DOGE, AmeriCorps, Peace Corps, the Environmental Protection Agency, the General Services Administration, the National Labor Relations Board, the National Science Foundation, the Small Business Administration and the Social Security Administration.

“This is yet another favorable decision for labor unions challenging the Trump Administration’s careless attacks on federal workers and our public services,” said NFFE National President Randy Erwin. “The President directing mass layoffs is dangerous and unlawful, and the courts agree. NFFE and our allies are confident the rule of law will prevail, and these reckless actions by the President will continue to be shut down.”
