Depending on the translation direction. Translating Grundstücksverkehrsgenehmigungszuständigkeitsübertragungsverordnung into Swedish should be charged by the hour.

There are still clients in Germany who prefer to charge per standard line (55 characters) - which could be converted into a rate/char - instead of number of source words.

My reply (or corresponding for other languages):
I could of course leave out all the "a", "an", "and", and "for" if you'd like.

Monday: We are a small start-up and only have a limited budget for #translations. We need a special rate.
Wednesday: We are a major global enterprise and could contact any translation provider. We need a special rate.
