First lawsuits filed over today, Jan 20, Executive Orders (EO). For a refresh an EO is a memo from POTUS for departments to act on without Congress. But Congress could circumvent an EO by halting or slowing funding, or passing legislation. A lawsuit for could also be filed to prove unconstitutional.
