The image has something artificial: the soft orange morning light in the sky with four seagulls gliding through the air, eyeing the water. Part of the water is already frozen, white mounts of ice. I think it’s the heavily moving water full of ice crystals which gives the waves unnaturally smooth shapes. Further in the background the waves still move unrestrained.
