The #CompensatedEmancipationAct was signed by #AbrahamLincoln on #ThisDayInHistory in 1862, ending #slavery in the #DistrictOfColumbia. It paid $300 each to former slave owners but offered nothing to the former #slaves unless they left the country, giving $100 to such emigrants.
