Relatedly, at a rally yesterday, I heard a rep from PA Sustainable Agriculture mention a 9-year fed funded project that helps farmers monitor soil health has been canceled. The program was already paid for, so there was absolutely zero savings.

How does this make sense?

The US Department of Agriculture has suspended all of its grant opportunities. This evidently happened on the 23rd. This is a major source of research dollars for scientists working in my field.
