DECEMBER 1, 1909 AUSTRALIA To-DAY journal, Dec 1909 issue, article first page, ‘Australia as a Place to Live In’, DR. W. P. NORRIS. Federal Director of Quarantine. Includes illustration of people at the beach, with the caption that reads: “THE HEALTHIEST COUNTRY IN THE WORLD FOR WHITE FOLK”.

Back cover of the December 1909 issue of ‘Australia today’ journal. A welcome to immigrants advertisement from Commonwealth of Australia, department of external affairs, which was responsible for immigration. The welcome to immigrants includes a proviso that the welcome is only extended to people “of the white race”. This was part of the white Australia policy which was in effect until 1975 when Prime Minister Gough Whitlam got rid of it once and for all.

A page from the Australian Constitution, 1900 version, which features section 51, relating to powers of the parliament. I have highlighted section 51 (ix) which simply states “quarantine”. Matters relating to quarantine are the responsibility of Australia’s federal parliament. The original constitution is available on the ‘documenting a democracy’ website.
