East-west #CS3 was built on Embankment/ Thames St as they are TfL controlled red routes.
Arguably, Whitehall, Strand, Fleet, St Pauls, Cannon St would be a network-richer route but would never get support from local councils.
#CS3 is overly congested because WCC/City have no other E-W quality route
