I think, from experience, #EHCPs are already reserved for children with the most complex needs. Support Plans (ISPs) are very welcome if they come with sufficient funding.

I've come across the phrase "glitter on a t*rd" to describe this document (wasn't me, honest). Also saw a worrying interview with minister on TV (not answering the direct question of whether children will lose their #EHCPs).
