I never heard of this the Fiend with Twenty Faces when I was doing research. If he has an archnemesis or archenemy, according to edogawa rampo's novel, he is a recurring antagonist as a villain himself. He does not like killing. I think the Fiend could be an anti-villain or maybe he also targets from the rich he is not a type of anti-hero when I looked it up.

Fukuzawa nods in acknowledgement, “That's ten and a half years in the past.”
