The highly anticipated SONA amid a fragile national budget Lazarus Kwedhi President Netumbo Nandi-Ndeitwa is expected to deliver her first State of the Nation Address (SONA) as the President of the Republic of Namibia. This SONA is historic, not only because it marks her debut address as head of state, but also because she is the first female president in Namibia’s history. Her presidency has already impressed the public, particularly with her bold steps to restructure the cabinet and reduce government expenditure by cutting unnecessary ministries and positions—a clear indication that she means business, and it’s no longer business as usual. Public expectations are high. Therefore, the President must avoid making unrealistic promises or political statements that lack follow-through, as past leaders have done. Empty rhetoric without concrete action not only harms national progress but also breeds public distrust and erodes the government’s credibility. This SONA comes at a time when President Netumbo has made strong commitments to youth empowerment and employment creation across all economic sectors. However, her reversal on the promised increase to the old-age pension grant has shown that speaking and delivering are two different things. Leadership must balance vision with practicality, supported by evidence-based planning. Without this, even the most ambitious speeches fail to inspire real change. President Netumbo is not the first leader to promise solutions to unemployment and poverty. Let us hope she pioneers a new model that delivers tangible outcomes, especially given the limitations of Namibia’s national budget for the 2025/2026 financial year and beyond. The Role of the National Budget The national budget is a critical tool that carries the hopes and aspirations of the people. It is the legal framework used to allocate financial resources across government sectors to drive development goals each year. While SONA and the national budget are distinct, they are deeply interconnected. Yet, the feasibility of any presidential promise depends on whether the budget can support it—or if it’s limited by deficits. Historically, many SONAs have been filled with lofty promises that failed to address core issues within the national budget. This has stunted progress toward national goals and reduced the SONA to mere political theatre. This article does not aim to discourage optimism about the upcoming SONA or the concept of SONA itself. Rather, it seeks to highlight some budgetary bottlenecks that continue to limit its effectiveness as a platform for inspiring national pride, innovation, and development. Ideally, a SONA should be a platform where the president presents an honest socio-economic picture of the country, mapping a journey from a struggling present to a more prosperous future. Sadly, as the Oshiwambo proverb says, “mpa lya tuka opo lya nambele”—meaning “it’s the same bowl being passed around”—both the SONA and the budget have often failed to create meaningful change or stimulate growth. Grand speeches and glossy budget figures alone do little to improve the daily lives of ordinary Namibians. Key Budgetary Concerns 1. Estimated vs Actual Budgeting Namibia’s national budget is largely based on projected revenue. While this is standard practice, over-reliance on estimates opens the door to inflated figures that may not reflect the actual state revenue. Over time, a shift toward actual financial data—supported by projections for the next fiscal year—will lead to more accurate and transparent budgeting. 2. The Debt Trap Namibia’s national debt currently stands at N$164 billion—far above the estimated budget of N$106.3 billion and representing 65% of the country’s GDP. More alarming is that this debt exceeds the actual revenue collection of N$92.6 billion, placing the nation in what could be described as a technical debt trap. The increasing dependence on debt financing raises serious concerns about national sovereignty and future development prospects. Public consultation and parliamentary oversight are essential before accepting foreign loans or debt conditions that could further compromise national interests. 3. High Operational vs Low Capital Expenditure Currently, 80% of Namibia’s national budget is allocated to salaries and routine government operations, leaving only 20% for development projects. This imbalance undermines the very purpose of public institutions. There is an urgent need to revise this model—ideally allocating no more than 35% to operational costs and reserving the majority (up to 65%) for capital development. In conclusion, while the nation eagerly awaits President Netumbo’s first SONA, it is crucial for her address to go beyond political statements. She must tackle the real structural issues within the national budget that continue to limit Namibia’s growth. Only then can the SONA evolve into a true national instrument of inspiration, capable of driving innovation, development, and nation-building. Business sector welcomes NNN’s new Cabinet Namibia’s business sector has welcomed president Netumbo Nandi-Ndaitwah’s ascension as the country’s first female president and the steps she has taken to structure her government executive. Namibia Chamber of Commerce and Industry acting chief executive Helena Mootseng has congratulated the president and her new team sourced from various sectors of the economy. “At the same time, we appreciate the effort of the incoming administration to cut the size of Cabinet from 21 to 14; this is commendable given the huge public wage bill and duplication of various mandates,” Mootseng says. “It is clear that it will not be business as usual as pronounced by the president, and we certainly wholeheartedly welcome this,” she adds. Mootseng says this move shows Nandi-Ndaitwah is an independent thinker who will not be influenced by stereotypes in her decisions. The acting chief executive says the chamber is committed to working with the new administration to ensure existing laws and policies and those to be enacted enable the entrepreneurial ecosystem and attract both local and external investments. “For this, we urge the new policymakers to engage the chamber and the business sectors on their specific portfolios to have a well-detailed understanding of the economic realities and how they can use the law and national budget to solve such issues through entrepreneurship,” she says. Also welcoming president Nandi-Ndaitwah’s government was the Namibia Local Businesses Association (Naloba). “We appreciate that the president has changed almost the entire Cabinet and we have expectations that this will uplift the economy of the country,” says Naloba spokesperson Marius Nangolo. He says the merger of some ministries will cut out the duplication of functions, and in particular, the merger of the ministry of trade with that of international relations will help link local business people with foreign investors. “For instance, the Namibia Investment Promotion and Development Board and some departments in the old ministry of trade could have been duplicating functions but now the president has taken steps to align these duplications,” he says. Nangolo expresses hope that Nandi-Ndaitwah will be accessible so that they can give input through consultations. “Together we can make the difference,” he says. He says he hopes the new members of Cabinet will do things differently. “They will be working in offices that were already established but they will be making corrections where mistakes were made. I hope the appointments were assessed thoroughly by the president, and they are going to deliver,” Nangolo says. It marks a significant step for the nation and reflects the growing strength of inclusive leadership in Namibia’s democracy. You now hold the trust and hopes of the nation. The path ahead is steep, but clear. People expect change they can feel – swiftly and tangibly. Here’s a set of questions that deserve urgent attention: • How many hours do Namibians spend in queues at government buildings each year? • How long does it take to get an identity document, birth certificate or a business registered? • How often do citizens leave government buildings without answers or timelines? • How many public servants themselves are frustrated by processes they know are outdated? These are not just questions of convenience. They speak to dignity, productivity and national confidence. If a citizen waits three months for a key service, or sits an entire day at a clinic without being assisted, the state loses credibility. Public trust erodes in silence – queue by queue, file by file. EFFICIENCY AND EMPOWERMENT The time has come to create a department of government efficiency, directly under your office. Why your office? Because only you can cut across ministries. Only you can demand urgency. Efficiency is not a technical issue – it is a leadership issue. This department would: • Review and redesign key government processes. • Identify and eliminate waste, duplication, and bottlenecks. • Set service delivery targets and publish them. • Use technology to automate simple, repetitive tasks. • Ensure citizens can track service requests and receive status updates. • Empower and incentivise civil servants to speak up and highlight inefficiencies. PRACTICAL STEPS • Set up a task force: Appoint a small, empowered team to audit 10 key services in the first 100 days. • Launch a ‘Simplify Namibia’ campaign: Ask citizens and civil servants to submit ideas on what to cut or improve. • Publish a ‘pain points’ report: Show the public where the worst inefficiencies are – and commit to fixing them. • Launch a ‘serving with care’ campaign: Set up a national service delivery campaign in Namibia focused on behavioural change in customer-facing government entities, inspired by Rwanda’s Nk’uwikorera – “as you would wish to be served”. The campaign should promote a culture of service that treats every citizen the way one would wish to be served. It should challenge both providers and recipients to take responsibility for improving service quality – encouraging civil servants to meet public expectations and empowering citizens to report poor service. Rooted in people-centred governance, this campaign could drive institutional accountability, boost public trust, and improve everyday interactions across all sectors. The government should be agile on how to improve the way services are delivered to the public. Long, rigid projects often lead to delays, wasted resources and outdated solutions. Agility helps teams deliver value in smaller steps, test quickly and make adjustments based on feedback. This approach reduces risk and ensures that services meet real needs. LET’S GET SMART Government should also set mini goals that follow the ‘SMART’ (specific, measurable, achievable, relevant and timebound) framework. Clear, short-term targets keep teams aligned and accountable. For example, instead of saying “improve digital access”, aim to “launch an online form for passport renewal within four weeks”. These goals create momentum, show early wins and make it easier to track progress. Digital transformation is critical. But it’s not just about software. It’s about outcomes. Estonia digitised most public services, and citizens spend an average of only three minutes renewing a passport. The United Arab Emirates (UAE) government launched the Zero Government Bureaucracy Programme in 2023 with the aim of eliminating unnecessary administrative procedures and reducing the time, cost and effort required to access public services. The programme sets a clear target: Cut 2 000 government procedures and reduce service processing time by 50% by 2024. It focused on simplifying forms, removing redundant approvals and digitising services across ministries and agencies. This approach supports faster decision-making, improves citizen satisfaction and aligns with the UAE’s vision of a streamlined, agile government. These reforms are not luxury – they are a necessity. They contribute positively to enhancing trust in the government, breaking common perceptions and stereotypes. ‘LET’S GROW TOGETHER’ Madam president, this is your moment. If you want a legacy of real change, start by changing how the government works. Make it faster. Make it simpler. Make it more human. Appoint a small, focused team reporting to you, empowered to challenge assumptions, break silos and put citizens at the centre. When a pensioner receives their grant on time, trust grows. When a young entrepreneur registers a business in one day, hope grows. When a patient at a rural clinic sees that her or his time is respected, morale grows. This isn’t about cutting jobs or trimming budgets. It’s about unlocking growth and restoring trust in government. Efficiency is not a luxury – it’s a basic requirement for a working state.
