Conflict concerns cloud health minister as brother eyes pharma contracts Renthia Kaimbi A potential conflict of interest is facing health minister  Esperance Luvindao after revelations that her brother recently sought details on the ministry’s pharmaceutical procurement plans while representing a registered government vendor. In May, Jonathan Luvindao, managing director of Atlantic Pharmaceutical, emailed the ministry requesting information on its medicine purchasing requirements.  The company is owned by his wife, Ebba Uppindi, and has been listed as a vendor with the Central Medical Stores for more than two years, before  Luvindao’s appointment as minister in March 2025. Although Atlantic Pharmaceutical has never won a contract with the ministry, Jonathan’s direct approach and his sister’s position overseeing the procurement system have raised ethical concerns.  At least two ministry officials expressed unease, with some interpreting his actions as a “power play” aimed at using his family link to secure contracts. The timing comes as Luvindao considers a proposal to bypass local suppliers and buy medicines directly from international manufacturers.  The reform, first announced by former minister Kalumbi Shangula in 2019 but never implemented, aims to reduce shortages in public health facilities and cut costs by removing middlemen.  Local suppliers have been accused of delivering orders up to six months late without facing penalties. The Windhoek Observer has seen emails sent to suppliers directly from Luvindao’s email address.  Questions remain over whether she can impartially lead the procurement reform while her brother’s company remains a registered vendor. The issue surfaces as the minister attempts to restore order in a ministry hit by procurement scandals.  Weeks ago, she threatened legal action over the illegal purchase of unregistered malaria drugs worth N$450 000, a deal pushed through under emergency procedures without normal checks.  Her credibility has also been questioned over her rapid political rise and past disputes about numerical accuracy in an award she received. Neither Luvindao nor her personal assistant responded to calls from the Windhoek Observer about the supplier emails or the conflict of interest concerns.

Eleven medical doctors respond to the ministry’s ‘work for free’ call Niël Terblanché Eleven doctors from private practices in Windhoek will begin volunteering at Katutura Health Centre (KHC) from 1 July.  The doctors will work evening shifts without pay to help ease patient congestion. This follows last month’s call by the ministry, where it called on private doctors to volunteer after hours at the Katutura Health Centre in an effort to ease the growing pressure from high patient volumes. Health minister, Dr Esperance Luvindao, described the initiative as a patriotic act that will support efforts to reduce long queues and improve primary healthcare in the capital.  KHC is the only public facility in the Khomas Region that operates 24 hours a day and treats between 700 and 1,000 patients daily. “Demand for health services is highest at Katutura Health Centre from about 19h00 to midnight,” Luvindao said during an onboarding session on Monday.  She said the region’s nine clinics and three health centres are struggling to serve a population of more than 500,000. As part of Phase 1 of the ministry’s relief plan, KHC’s night-shift team will increase from three to five doctors.  Okuryangava Health Centre and Otjomuise Clinic will extend their hours to 07h00 to 19h00 daily. “Extending operating hours at these facilities will significantly alleviate the burden on Katutura Health Centre,” the minister said.  She added that Okuryangava will move to full 24-hour service from 1 August once additional staff are appointed. The volunteer doctors will work from 17h00 to 23h00, which is when patient volumes are highest.  “We view you as an extension of our national health workforce, one that embodies the highest standards of professionalism, compassion, and civic duty,” Luvindao told the group.  She said the ministry would provide support and ensure open communication. Under phase 2 of the plan, Maxuilili Clinic in the Tobias Hainyeko constituency will also be upgraded to 24-hour service from 1 October. Luvindao said the move would ease pressure on Katutura. She said the ministry is also considering online consultations and stricter community service requirements for new graduates.  “With the new Health Professions Act 16 of 2024, I am convinced that the ministry will be able to address inequities in workforce distribution,” she said, pointing to the ongoing challenge of staff moving from rural to urban areas. Luvindao acknowledged that the Khomas model alone would not solve the national shortage of healthcare workers.  She welcomed the planned Windhoek District Hospital and said similar efforts would follow in other regions when resources allow. “Your willingness to offer your skills and time without expectation of financial gain exemplifies the spirit of ubuntu – the belief in a shared humanity,” she said.  She urged the volunteers to see their service as the beginning of wider reform.  “History will judge you kindly for standing in solidarity with the people of Namibia in their time of need,” she said.

LPM defends Swartbooi’s remarks on Luvindao Allexer Namundjembo The Landless People’s Movement (LPM) says it will not retract comments made by its leader, Bernadus Swartbooi, about health minister Dr Esperance Luvindao. During a press briefing held on Tuesday in Windhoek, Swartbooi referred to the minister as a “Congolese” while criticising the use of artificial intelligence in the health sector. The Swapo Party Youth League responded in a statement on Wednesday, calling the remarks “xenophobic and defamatory”.  The statement, issued by Youth League secretary Ephraim Nekongo, said Swartbooi’s comments were “unjustified and inflammatory”, factually flawed, and dangerously divisive. “We acknowledge and fully uphold the democratic principle that opposition parties must hold the government accountable, but we reject in the strongest possible terms the malicious tone, misleading content, and reckless intent of Swartbooi’s statement,” Nekongo said. “We will not stand by while leaders, especially women in leadership, are subjected to public bullying or unfounded attacks,” he added. LPM Khomas regional youth leader Junia Kaindjee defended Swartbooi’s remarks and rejected the Youth League’s accusations. “This is a poorly constructed and intellectually hollow attempt to silence legitimate political criticism,” Kaindjee said. He argued that the comments were not xenophobic. “If they claim Dr Luvindao is Namibian, where is the xenophobia? She is born Namibian, yes, but her ancestry is Congolese. That is a fact that can’t be denied. Xenophobia is defined differently, and conceptually, it cannot be exercised against a fellow citizen. Truth is not hate; it is accountability,” he said. Kaindjee said the LPM would not back down. “We will not apologise. We will not retract, and we will not stop until justice, truth, and dignity belong to every young Namibian,” he said. He also called on the Swapo Party to review what he called “tribalistic policies” that exclude other ethnic groups. “They must change. Unity cannot be built through exclusion and ethnic favouritism,” he said. Dr Luvindao was born in Namibia to parents who immigrated from the Democratic Republic of Congo.

Cholera forces five into isolation at Opuwo Justicia Shipena The ministry of health and social services has declared a cholera outbreak in the Opuwo District of the Kunene Region following confirmation of locally transmitted cases. Health minister, Dr Esperance Luvindao, made the announcement on Thursday during a media briefing in Windhoek.  She said eight suspected cases had been reported as of 18 June 2025.  Six of these, including one death, are from the same household. Two other suspected cases were identified in Opuwo and Otjimuhaka village.  Preliminary tests for those two came back negative.  Confirmatory tests for the first two cases were conducted by the National Institute for Communicable Diseases in South Africa.  The results confirmed the presence of Vibrio cholerae 01, the bacteria that cause cholera. “Obtaining from these confirmed findings, I thus today officially declare a cholera outbreak in Opuwo District,” said Luvindao. She said that under World Health Organisation standards, even one locally transmitted confirmed case qualifies as an outbreak. The first four cases, three of them children, were admitted to Opuwo District Hospital with symptoms consistent with cholera.  One patient died from severe dehydration. The remaining five are being treated in an isolation ward and are in stable condition. Cholera is a waterborne disease that spreads through contaminated water or food.  It can cause severe diarrhoea and dehydration, and if not treated quickly, can lead to death. The ministry has activated an incident management system to coordinate a national response.  Rapid response teams have been deployed to affected areas.  Other measures include strengthening disease surveillance and laboratory testing, community engagement, and public health education. “We are gaining practical insight into what works in the region,” said Luvindao.  She stressed the importance of a “whole-of-government and whole-of-society” response to stop the outbreak. Efforts are underway to improve water quality through chlorination and other safe water supply measures.  The ministry has also established Oral Rehydration Points and Cholera Treatment Units to provide immediate care and manage the spread of the disease. Luvindao urged the public to drink only treated or boiled water, wash hands regularly with soap and clean water, and avoid eating food from unsafe sources.  She encouraged anyone experiencing watery diarrhoea or vomiting to seek immediate medical attention and start taking oral rehydration solutions. She called on all sectors, including government, civil society, and local leaders, to help ensure access to clean water and sanitation. “Together, through coordinated efforts and responsible actions, we can control and end this outbreak,” said Luvindao.
