Swapo wins by landslide in Kabbe South by-elections The Electoral Commission of Namibia (ECN) on Wednesday announced that Kabbe South’s new councillor is Kamwi Sezuni of Swapo. Kamwi got 1 356 votes out of 1 559 cast on 17 June in the regional constituency by-election. The by-election was necessitated after some councillors were sworn in as members of parliament in March. Sitali Shamwazi of the Independent Patriots for Change got 203 votes. This victory has Swapo winning the by-elections in four out of five constituencies. Swapo lost in the Sesfontein constituency in the Kunene region, where the United Democratic Front’s Uitani //Hoeb got 1 368 votes out of 3 307 cast. Swapo was, however, able to make its mark at Kamanjab, Otjiwarongo and Grootfontein. The delay in Kabbe South by-election results was caused by flooding at the local collation centre, ECN spokesperson De Wet Siluka said. This required the ECN team and materials to be transported by helicopter. “It must be understood that the Kabbe South constituency is a flood-prone area, and we had to use the assistance of the Namibian Defence Force to reach different polling stations after counting the votes to be taken to the collection centre,” he said. Kabbe South records low voter turnout MICHAEL LISWANISO The Kabbe South constituency polling station at Nakabolelwa showed low voter turnout in the by-elections which started on Tuesday morning. By 08h30, fewer than 50 registered voters had cast their votes. Poor turnout was also observed at other polling stations, Zambezi electoral officer Lesley Simwanza said. “They were on time here at Nakabolelwa, and we are still on point, but the turnout is low this morning,” he said. Among those who were first to cast their votes at Nakabolelwa was currently vying Swapo candidate Raymond Sezuni and former constituency councillor John Likando. Sezuni urged the electorate to come out in numbers to vote shortly after casting his vote, while Likando expressed satisfaction with the number of polling stations set up in the flood-prone constituency. On Sunday afternoon during the deployment of 127 polling officials, Electoral Commission of Namibia (ECN) returing officer for the Kabbe South by-election Kahimbi Masule said 24 fixed teams comprised five members each with an additional two police officers. Additionally, seven mobile teams will cover over 16 villages in the constituency. The Kabbe South constituency has a total of 3 509 registered voters who are expected to cast their votes to elect a new constituency councillor – a seat left vacant in March by Likando, who now serves in the National Council. Swapo, IPC to face off in Kabbe South constituency by-election The Electoral Commission of Namibia (ECN) has successfully concluded the candidate nomination process for the Kabbe South constituency by-election, scheduled for 17 June in the Zambezi region. ECN Zambezi regional electoral officer Lesley Simwanza said only two candidates were successfully registered to contest the by-election: Raymond Sezuni of the Swapo Party, and Independent Patriots for Change’s (IPC) Shamwazi Sydney Mpunga. Simwanza said there were no applications from independent candidates, whose nomination dates ran from 23 April until 6 May. Political party nominations ran from 23 April until 8 May. “ECN applauds all political parties for heading the call to comply with the relevant legal provisions,” he stated. According to Simwanza, there are over 3 500 registered eligible voters in the constituency. In the coming weeks, the ECN will focus on training polling officials, conducting voter education, sampling ballot papers, designing and printing ballots, as well as determining possible polling stations in the flood-affected constituency. 166 new voters added to Kabbe South voters’ roll The Electoral Commission of Namibia on Monday released and displayed the full provisional voters’ register for the Kabbe South constituency at the Nakabolelwa Constituency Office. The display follows the successful completion of the supplementary registration of voters (SRV) in the constituency, which ran from 10 to 12 April 2025. During this period, 166 new voters were registered, including individuals who replaced lost or damaged voter’s cards, or who relocated to the constituency. Zambezi regional electoral officer Lesley Simwanza confirmed the release of the provisional voters’ register at Nakabolelwa on Monday. The register was displayed until 17h00 yesterday. “The register has all the names of the eligible voters in that constituency, including those recently registered in the SRV. It is open to everyone to see and object to any names that appear on it, if any. It is provisional at present, and if there are any objections, they can be looked into and possibly be amended and finally gazetted before the scheduled by-elections in the constituency,” said Simwanza. Slow start to registration of voters in Zambezi’s Kabbe South constituency The supplementary registration of voters under way in the Kabbe South constituency of the Zambezi region started off at a slow pace, with only 19 eligible voters registered in the constituency on its first day. The three-day registration exercise started on Thursday and ends at 19h00 on Saturday. The Electoral Commission of Namibia’s constituency supervisor for the registration in Kabbe South, Kahimbi Masule, told Nampa in a brief telephonic interview on Friday that 19 eligible voters were registered on the first day and that teams managed to start on time. “It all went as planned despite the slow pace, but hopefully it will pick up today. The figure we got are 11 at Nakabolelwa and four at Nankutwe and 34 Miles, respectively,” she said. The teams are registering Namibian citizens who turned 18 years of age and voters that have relocated to Kabbe South constituency as well as people whose voter’s cards are lost or damaged. Masule noted they have deployed nine teams for the three-day exercise. Three teams are fixed while the other six are mobile. The fixed teams are stationed at Nankutwe Combined School, Mbalasinte Combined School and Impalila Combined School, while the mobile teams will cover villages such as Lusese, Masikili, Nandavu, Nyambe, 34 Miles, Izimwe, Ngoma, Nakabolelwa, Ivilivinzi, Nsundwa, Mpukano, Kasika, Kasenu, Muzii, Macaba, Limai, Matowa, Sinyepe, Kalala, Kasikili, Ikota and Singwe. ECN kick-starts training for Kabbe South by-election The Electoral Commission of Namibia (ECN) on Saturday commenced a four-day training session for 49 registration officials ahead of the supplementary registration of voters in the Kabbe South constituency. The training is taking place at the Ngweze Community Hall at Katima Mulilo. ECN’s Zambezi regional Emelectoral officer, Lesley Simwanza, says the training is a “refresher” for registration officials who will be targeting residents who have migrated or relocated to the Kabbe South constituency, as well as those who have recently turned 18, so that they may participate in the scheduled by-election in the constituency. “We already have voters who are appearing on the voters’ roll in the constituency but what we will be doing after the training is to capture those that have turned 18 and those that have relocated to Kabbe South, thats why it is called supplementary voters registration,” he says. The by-election in the constituency has been necessitated by the resignation of former constituency councillor John Likando, who was sworn into the eighth National Assembly on 25 March. According to Simwanza, and as prescribed by law, the by-election must be held within 90 days from the date the vacancy arose.
