Dem gedruckten Beitrag vorangestellter Abstract (Englisch): Von der polnisch-belarussischen Grenze zurückgeblickt Zur Genese des erweiterten deutsch-polnischen Grenzregimes seit 1990 Sabine Hess Based on a renewed examination of sources from the German asylum debate, the underlying explosion of racist violence in the early 1990s, and the Europeanization of the asylum and border policy, this article traces the developments in the EU-European border regime as a process driven largely by internal German dynamics. It highlights the intertwining of internal racist violence and the emergence of a violent German-Polish border regime in the 1990s, which resulted in a death toll comparable to that currently documented at the Polish-Belarusian border. Additionally, the author traces how the German so-called asylum compromise of 1993 already triggered a policy of externalization of border and migration control and how Germany practiced this towards Poland in particular, so that today’s border violence on the Polish-Belarusian border can be understood as a consequence of the German-Polish border regime of the 1990s.
