Gordon van Welie Steps Down as ISO New England CEO After Three Decades of Leadership Gordon van Welie, long-time CEO of ISO New England, is set to retire at the end of the month after nearly two decades leading the organization responsible for New England's power grid. As he prepares to hand over the reins to COO Vamsi Chadalavada, van Welie has overseen significant changes to the region's electric grid, including the implementation of a capacity market designed to incentivize power plant availability during periods of high demand. With his departure comes anticipation for major updates to the market system that Chadalavada will be tasked with enacting, and van Welie himself has expressed enthusiasm about remaining connected to the industry, citing the need to balance personal life with continued engagement.

Regional Grid Operators Accelerate New Resources to Boost Reliability Regional grid operators are responding to growing electricity demands and concerns about system reliability by implementing accelerated programs to bring new resources online. The PJM Interconnection’s Reliability Resource Initiative (RRI) is one example, selecting 51 projects out of an initial 94 submissions aimed at meeting electricity needs between 2028 and 2031. These projects encompass upgrades to existing power plants (natural gas, nuclear, coal, and wind) and new construction, including natural gas, battery storage, and nuclear facilities. The process hasn't been without dissent, highlighting debates around project viability. Similarly, the Midcontinent Independent System Operator (MISO) is conducting an Expedited Resource Addition Study to expedite the addition of electricity generation and storage resources to its system. This study, along with actions from the Southwest Power Pool (SPP) through its Expedited Resource Adequacy Study (ERAS), reflects a broader trend among grid operators aiming to address resource adequacy concerns. SPP’s ERAS incorporates a defined timeline and structure, influencing project selection based on the requirements of regional Load Serving Entities (LSEs). Underlying these regional efforts is a heightened focus on grid stability and the utilization of emergency authorities. The Department of Energy (DOE) is leveraging its authority under the Federal Power Act to address potential energy emergencies, signaling the seriousness of the challenges. This coordinated response from regulators and government agencies underscores the urgency of ensuring electricity supply reliability. A key element of SPP's ERAS is the "ERAS Window" for project submissions, shaping the program’s structure. The expedited processes, while designed to bolster grid resilience, have also prompted debate, with dissenting voices questioning the appropriateness of certain project selections.

PJM Welcomes New Member to Board of Managers PJM has welcomed Matthew “Matt” Nelson to its Board of Managers. Members will subsequently vote to fill two remaining vacancies at a future Members Committee meeting. Nelson currently serves as a Principal of Regulatory Strategy at Apex Analytics, LLC, bringing a wealth of experience from previous roles including serving as Chair of the Department of Public Utilities for Massachusetts and as Director of the Electric Power Division within the same department. His background also includes four years in regulatory policy at Eversource, a residential energy provider. Nelson holds a master’s degree in economics from Tufts University and a bachelor’s degree from Stonehill College. He assumes the position previously held by Dean Oskvig, who recently retired. During the May 12th Members Committee meeting, incumbent board members Mark Takahashi and Terry Blackwell did not secure the necessary sector-weighted votes for reelection to three-year terms. PJM President & CEO Manu Asthana expressed gratitude for Takahashi and Blackwell’s long-standing service, acknowledging their effective and gracious contributions over nearly a decade. He also welcomed Nelson to the organization. The Nominating Committee will present additional candidates for the open board positions, with an election to be held during a subsequent Members Committee meeting. Both Takahashi and Blackwell joined the PJM Board in 2016 and actively participated in key committees including Board Governance, Reliability & Security, and Regulatory. Blackwell also held leadership roles with SERC, including serving as chair of its Board and participating in its committees. Oskvig, prior to his retirement, had a distinguished career, including a long tenure at Black & Veatch, and also served on several PJM committees.
