Under current law someone currently cited or summoned does not get fingerprinted unless there is a finding of guilt. 

5223 would expand the authority of law enforcement to photograph and record fingerprints if a person is cited, released, or issued a summons regardless of an actual finding of guilt. 

These fingerprints are stored in a national database accessible to ICE and Homeland Security.

Under current law someone currently cited or summoned does not get fingerprinted unless there is a finding of guilt. 5223 would expand the authority of law enforcement to photograph and record fingerprints if a person is cited, released, or issued a summons regardless of an actual finding of guilt. These fingerprints are stored in a national database accessible to ICE and Homeland Security.

Number of per capita officers has NOT been shown to decrease crime rates and ESHB 2015 will NOT achieve the legislature's goal of increasing public safety. 

Instead, Washington State should invest in upstream preventative solutions such as affordable housing, direct cash assistance to those in need, violence interruption programs, substance-use disorder treatment and other evidence-based interventions that have been shown to reduce community violence.

PRO HB1113: Public Safety Act

HB1113 offers pre-trial diversion for certain misdemeanor offenses and offers accountability and access to services for individuals charged.

Pre-trial diversion allows individuals to access treatment and access to services that allow basic needs such as food, hygiene, and shelter to be met. Pre-trial diversion reduces rates of recidivism. It puts individuals on a pathway to recovery, reduces the harm of the criminal legal system, and increases community safety.

Under current law someone currently cited or summoned does not get fingerprinted unless there is a finding of guilt. 

5223 would expand the authority of law enforcement to photograph and record fingerprints if a person is cited, released, or issued a summons regardless of an actual finding of guilt. 

These fingerprints are stored in a national database accessible to ICE and Homeland Security.
