The laying of the corner stone for the first building designed for the accommodation of the Indian Industrial school to be builded, equipped and supported by the Unitad States government, marked an important step in the substantial progress of our beautiful city. Arrangements had been made by our citizens who had been most interested in securing this prize, to have the imposing ceremonies conducted by Masonic Grand lodge of Michigan on Tuesday afternoon, the 18th inst.

Michigan’s attorney general is advising local law enforcement agencies to review their policies on working with immigration authorities.

Only a few Michigan agencies have signed formal agreements to take on Immigration and Customs Enforcement responsibilities. But some others are holding immigration detainees on behalf of ICE or are involved when federal agents make arrests.

State Attorney General Dana Nessel said many federal agents haven’t gone through proper training, creating a risk for Michigan residents — and the law enforcement officers they might work with.

“It also subjects these local departments to extreme liability if they detained and individual and now they’re working in coordination with federal agents that are acting carelessly, negligently, or recklessly,” Nessel said.

She said time spent helping immigration officers could be used on more pressing matters.

The U.S. Department of Homeland Security, has rapidly hired thousands of new agents and reportedly shortened their training timeline. Department officials have told various news outlets the condensed training has trimmed redundancies in the curriculum and taken advantage of new technology, with the goal of ramping up immigration enforcement.

Aside from arguing there’s a liability potential for involving ICE in local law enforcement activities when the situation doesn’t call for it, Nessel said there’s also value in placing violent offenders in Michigan’s criminal justice system, as opposed to entering them in a sometimes-opaque federal immigration process.

NY man threatened Dana Nessel, faces federal prison after guilty plea A New York man faces up to five years in federal prison after pleading guilty Monday to threatening Michigan Attorney General Dana Nessel. Kevin Delgado, 40, of Bayside leveled the hate crime threat on X, formerly Twitter, in October 2023 after Nessel posted a photo of her and a friend, slain Jewish community leader Samantha Woll. Woll was stabbed to death one month earlier. I am shocked, saddened and horrified to learn of Sam’s brutal murder. Sam was as kind a person as I’ve ever known. Nazi you will be #murdered," according to the indictment. Delgado pleaded guilty three months after being charged with transmitting threats in interstate commerce. In pleading guilty, Delgado admitted he threatened Nessel because of her religion and "perceived sexual orientation," according to the U.S. Attorney's Office. The guilty plea comes amid an increase in threats against politicians, public officials and employees in local, state and federal government. A Homeland Security threat assessment published this year said the terrorism threat, including violent extremist responses to elections and domestic sociopolitical developments, will remain high. “The federal government is dedicated to protecting all Americans against threats of violence. Every one person has equal dignity, and our office will tirelessly work to protect them. And public officials must be free to exercise their office without fear,” Interim U.S. Attorney Jerome Gorgon said. There was no immediate comment from Nessel's office Monday. U.S. District Judge Nancy Edmunds set sentencing for Sept. 22 in federal court in Detroit. "Threatening public officials is both illegal and unacceptable. The hateful comments made by Mr. Delgado online were especially outrageous," Cheyvoryea Gibson, the special agent in charge of the FBI in Michigan, said in a statement. Nessel is among a group of Michigan politicians who have faced threats while in office. A total of 14 men were charged in federal or state courts in 2020 because of their involvement in alleged plans to kidnap and harm Gov. Gretchen Whitmer, Michigan's top government official. Michigan AG Dana Nessel says Secretary of State Jocelyn Benson violated campaign law Lansing — Attorney General Dana Nessel's office has determined Secretary of State Jocelyn Benson, who's in charge of overseeing campaign finance in Michigan, broke campaign finance law herself on the day she announced her bid for governor. However, in a letter released Monday afternoon, Nessel's office said that, under current policy, a criminal penalty against Benson, a fellow Democrat, for the violation would be impossible because of what might be a "legislative oversight." Benson held a press conference on Jan. 22 inside the Richard H. Austin Building to take questions from reporters as she launched her bid for the state's top office. Joshua Booth, chief of the Attorney General's opinions division, wrote in the Monday letter that the arrangement violated a section of the Michigan Campaign Finance Act that bars public bodies from using their funds or office space to contribute to a candidate. Benson "invited members of the press inside the Austin Building" and then "conducted a press conference, professionally dressed, during the day, in the lobby of the building that houses her office," Booth wrote. "She gave no indication that would lead a reasonable person viewing the press conference to believe that she was there on her 'personal time,'" Booth determined. "Instead, the circumstances would lead a reasonable person to believe that Secretary Benson was acting as Secretary of State with the authority of the Department of State, which is a 'public body,' to invite members of the press inside her office building." Benson's actions inside the Austin Building on Jan. 22 immediately drew ire from Republicans and spurred multiple formal campaign finance complaints. Because the complaints were against the person in charge of handling campaign finance complaints in Michigan, Benson's office referred them to Nessel's office. Booth's letter on Monday served as Nessel's ruling on the matter — one that will likely fuel Republican attacks on Benson in the 2026 race for governor. Benson, a former dean of the Wayne State University Law School, has said she wants to be known as "the governor who puts transparency and efficiency at the forefront." "It is determined that Secretary Benson’s use of the Austin Building lobby space to hold a press conference to announce her gubernatorial candidacy is a violation of Section 57 of the MCFA," Booth wrote. In January, Benson said holding the press conference inside the building — where candidates usually file their petitions and campaign paperwork — was an attempt to prevent frostbite. Benson's campaign also released a statement that said, "The lobby space used is a public space where First Amendment activity can occur as long as it doesn't interfere with the operation of the building." Booth dismissed the First Amendment argument in his letter on Monday, noting that the state policy was meant to prevent those who control public buildings from using those resources to influence elections. Allowing campaign activities in a state office building's lobby would interfere with conducting business there, Booth said. Asked about the determination Monday, Alyssa Bradley, communications director for the Benson campaign, said her team understood "the Attorney General is issuing a new interpretation of the law." "We look forward to continuing the conversation with Michiganders about Jocelyn Benson’s vision to make our state the best place to be a kid, raise a kid and call home by lowering housing costs, making our schools among the best in the nation and standing up for our rights and freedoms," Bradley said. The Michigan Campaign Finance Act allows for a misdemeanor penalty against those who improperly use public resources of not more than one year behind bars or a fine of up to $1,000. However, Booth wrote that under the current law, criminal penalties can be levied only under the normal campaign finance complaint process. In the Benson situation, the Secretary of State's office referred the matter to Nessel's office, citing a subsection that covers complaints involving "the secretary of state, the immediate family of the secretary of state or a campaign or committee with which the secretary of state is connected." "It could be viewed as odd and unfair that the Secretary of State, her immediate family, her campaign and any committee that she is connected with are the only people and entities subject to the requirements of the MCFA, but not any of the penalties for violating them," Booth wrote. The setup might be a "matter of legislative oversight," Booth wrote. "Such unequal treatment is something the Legislature may want to consider addressing," Booth added. Nessel clears lawmakers linked to Clare health park, charges ex-House aide Lansing — Attorney General Dana Nessel on Thursday criticized past legislative spending blitzes on pet projects that have led to at least three investigations by her office. But she said her office found no evidence of wrongdoing from two lawmakers linked to a $25 million grant that resulted in criminal charges against a former legislative aide. Nessel's office on Wednesday charged former House aide David Coker Jr. with seven counts, ranging from conducting a criminal enterprise to embezzlement, on allegations that Coker set up the non-profit Complete Health Park to receive the grant money and then invoiced the non-profit for up to $820,000 in bogus work conducted by his for-profit IW Consulting. "It is our allegation that Coker constructed this arrangement from the very onset to be financial agent of both entities and the representative of the grant recipient to the state agency grant administrator in order to acquire for himself what we allege to be significant stolen funds," Nessel said. Coker allegedly used the funds, Nessel said, to purchase four vehicles; more than 70 silver, gold and platinum bars and rounds; at least 50 rare coins; a few silver bullets; and firearm accessories. Coker's attorney, Josh Blanchard, said Wednesday that Coker had a "bold" vision to transform rural Clare County by addressing systemic poverty and public health issues. Nessel's office, Blanchard said, "shut down the project and sent in special agents like common street thugs." Nessel said her office found no criminal wrongdoing on the part of former House Speaker Jason Wentworth, a Farwell Republican under whom Coker worked, and state Rep. Tom Kunse, a Clare Republican who, before taking office, sold his property for $3.5 million for Coker's Complete Health Park. "We didn’t find any evidence of criminality," Nessel said. "I would suggest none of it looks very good. It looks bad that a project went to a former staffer of the speaker’s.” It is possible Wentworth will serve as a witness in the case, Nessel said. Nessel said Coker had none of the requisite qualifications to start and run the Complete Health Park, but the grant allowed him to receive a dispersal of $9.9 million from the Department of Health and Human Services before state Sen. Roger Hauck, R-Mount Pleasant, approached the department with concerns about the arrangement. His concerns triggered an Office of Inspector General investigation that was later forwarded to Nessel's office in August 2023. Not all of the $9.9 million was spent before the state investigation paused spending. Nessel speculated Thursday that the $25 million grant was nowhere near enough to complete the health park intended and that Coker likely would have been back before the Legislature asking for more in later years. "Who might have been one of those people that he would have asked to sponsor such an earmark?" Nessel said. "Possibly, Rep. Kunse who had just gotten paid $3.5 million for property. Now, is that illegal? No, it's not. Does it raise red flags? Is it ethically concerning? I would suggest yes." Nessel said she had "grave concerns" about the earmark process that was occurring at the time Coker's grant was approved. She has ongoing investigations into two other earmarks: A $20 million grant given to businesswoman Fay Beydoun's nonprofit Global Link and millions given to the Michigan Aerospace Manufacturers Association to create a low-orbit satellite-launch site and command center. In the case of Global Link, the organization did not exist as a registered Michigan nonprofit corporation until after the Legislature appropriated $20 million to the business-attraction organization in June 2022. "It's inexplicable to me that you would have some of these LLCs that seemingly come into being days, weeks or months prior to the appropriation being signed into law," Nessel said. "To me, that's pretty obvious in terms of you are putting together this company, this nonprofit purely for the reason that you're going to be receiving an earmark as opposed to a long-standing organization who's done good work for many, many years." Nessel noted both Democrats and Republicans in recent years have tightened the process, but too late to prevent some of the abuses that have already occurred. "There are some of the things, I know, that they now have in terms of oversight in the budget that, had they occurred, it's just much less likely that anything like this would have ever happened," Nessel said. Nessel defends UM pro-Palestine protester charges, says case was rife with 'antisemitism' Attorney General Dana Nessel has defended her handling of charges against 11 pro-Palestine protesters at the University of Michigan and said much of the case involved "antisemitism at levels and in areas" she had never seen before. The second-term Democratic attorney general, Michigan's first Jewish person in that statewide position, dropped charges against seven of the pro-Palestine protesters earlier this week, noting the cases had become a "lightning rod of contention" and given rise to "baseless and absurd allegations of bias" that were delaying court proceedings. At a town hall meeting Wednesday in West Bloomfield focused on hate crimes and extremism, Nessel spoke for roughly 15 minutes on the history of the case, including criticism from U.S. Rashida Tlaib of Detroit, an alleged request from U.S. Rep. Debbie Dingell of Ann Arbor to look into the case and efforts to disqualify the attorney general from the case due to a perceived bias against Palestine supporters. A video clip of her comments was posted on social media by Brendan Gutenschwager, an independent reporter and videographer. Nessel said the charges she authorized were largely based on protesters' refusal to leave the UM Diag, prompting some trespass charges and their alleged resistance and obstruction of police. She said there were dozens of other protesters the attorney general's office did not charge because prosecutors did not believe their behavior rose to the level of criminal activity. "We don’t charge people based on their beliefs; we don't charge people based on their cause," Nessel said at the town hall, speaking alongside state Rep. Noah Arbit, D-West Bloomfield. "We charge people based on their actions and that action has to be criminal in nature. And that is why we charged these 11 cases.” Nessel said she still believes those individuals are guilty and described her office's charges against them as "low-level" and "probationable." But the district judge handling the case, she said, had continuously delayed a decision to bind the cases over for trial and was considering a motion to disqualify her based on defendants' allegations that she had a bias against Palestine supporters. Nessel's office, in court filings, said the motion in essence claimed "that because the attorney general is Jewish, she cannot prosecute cases involving a Palestinian issue." The claims of bias were similar to those leveled by Tlaib, Nessel said Wednesday, when the Democratic Detroit congresswoman claimed in September that Nessel was treating the case differently than if the protesters were focused on climate, immigrant rights, Black lives or water shutoffs. "But it seems that the attorney general decided if the issue was Palestine, she was going to treat it differently, and that alone speaks volumes about possible biases within the agency she runs," Tlaib told Detroit Metro Times. Tlaib never said what sort of biases she was alluding to. Nessel said Wednesday that they should not have sent the letter or gotten involved, but she also noted that it's not uncommon for groups to do so. Generally, she said, a court will go on the record stating they won't read or consider the letter and move on. Instead, the court said it would launch an investigation into the federation, she said. "Everyone is on trial, except for the defendants," Nessel said. "We elected that rather than me being put on trial for being a Jewish prosecutor and rather than having the federation be put on trial for sending an email they should not have sent but that get sent all the time, that we would dismiss the charges against those particular defendants.” But she also noted that there have been more serious offenses and threats against Jewish officials that she wouldn't hesitate to prosecute in the future. "Hear me when I say that I intend to vigorously pursue charges in those very serious cases and if there is another attempt to remove me from the cases because a Jewish prosecutor can’t possibly be fair in prosecuting criminal conduct, then I am willing to fight and I will take it all the way to the Supreme Court if I have to," she said. Nessel also dismissed allegations that a "Jewish cabal" in the form of Jewish members of the UM Board of Regents or Jewish donors had spurred her to look into charges against the UM protesters. "You know how those cases came to my office? Debbie Dingell," Nessel said. "Debbie Dingell — I don't know if you know this — not Jewish, not Jewish. But it had to be some sort of Jewish influence. "It's not unusual for a congressional representative to call up the department of attorney general and to call the attorney general herself and say, 'I'm really worried about what I see to be criminal activity occurring.'" Dingell did not immediately respond to a call seeking comment. In May 2024, Nessel's office sent a letter to UM's vice president and general counsel, Timothy Lynch, offering the department's aid in reviewing the actions of protesters for criminal activity. Danielle Hagaman-Clark, Nessel's criminal bureau chief, said in the letter that the department could investigate the on-campus protests and some vandalism at trustee's homes, noting the areas targeted were multijurisdictional and more suited to the attorney general's statewide jurisdiction. There was no mention in the letter of Dingell or anyone else who might have requested a review.
