It's also clear they wanted to apply a penalty.
The only reason to hold off applying a known penalty
is in case it would be neutralized, e.g. by the driver DNFing.
The fia conspired to apply maximum pain to Lewis Hamilton.

FIA Judicial & Disciplinary rules allow ICA to amend classifications (art 10.11) & FIA can refer the Stewards decision to ICA (art 9.1.1c)
