Eine Bündelung von geeigneten Aufgaben macht die Verwaltung effizienter, beugt Vollzugsdefiziten vor und stärkt so das Vertrauen in den Staat. Das Gutachten setzt hier zurecht eine klare Priorität unter den Reformvorhaben. Gleichzeitig gibt es aber auch Aufgaben die besser lokal und dezentral erledigt werden können – dann aber möglichst nach einheitlichen Standards, Bausteinen oder Codes.
