Petrofund sends graduates for subsea training in Malaysia Justicia Shipena Three Namibians will undergo specialised subsea operations training in Malaysia. The training is part of a partnership between the Petroleum Training and Education Fund (Petrofund) and oil and gas service company Subsea7. The trainees, Leonard Johannes, Erasmus Shikongo, and Rikardo Samuyumbe, are graduates of the Namibia University of Science and Technology (Nust) with qualifications in power and mechanical engineering. On Thursday, Petrofund spokesperson Shoki Kandjimi announced that the candidates were selected for a Remote Operated Vehicle (ROV) Pilot Technician training programme at the Netherlands Maritime University College in Johor Bahru, Malaysia. The fully funded scholarship, valued at over N$870,000, is provided by Petrofund. “This training is part of our commitment to building national capacity and empowering Namibians to play a key role in the petroleum industry,” Kandjimi said. Upon completion, Subsea7 will offer on-the-job training (OJT) and the chance to join its global offshore ROV workforce. Petrofund will also support the trainees with Subsea7’s Competence and Assurance Programme, covering the costs of offshore safety and medical fitness assessments. “ROV pilot technicians play a critical role in the oil and gas and marine sectors by operating remotely controlled vehicles in underwater environments that are often too deep or too dangerous for human divers,” Kandjimi said. “This is particularly relevant for Namibia’s ultra-deep offshore waters.” Kandjimi highlighted the collaboration between Petrofund, Nust, and Subsea7 as a key step in equipping Namibian youth with the skills needed in the upstream petroleum sector as the country nears its first final investment decision (FID) in oil and gas operations.

Stefanus says Elindi’s son lured him into fuel deal Justicia Shipena Self-employed plumber and accused number nine in the high-profile Namcor fuel corruption and bribery case, Leo Nandago Stefanus (36), says he was approached by Austin Elindi, son of businessman Peter Elindi, to start a petroleum company in which he would hold shares. Stefanus said Austin came to him towards the end of 2019 or early 2020 with the idea of establishing Erongo Petroleum CC. He made this statement in an affidavit submitted as part of his formal bail application at the Windhoek Magistrate’s Court. “Sometime towards the end of the year 2019 or at the beginning of the year 2020, Mr Austin Elindi… approached me with an idea of registering a petroleum company,” he said. Erongo Petroleum was registered in February 2020.  Stefanus initially held 40% of the company. His share increased to 70%, and by May 2022, he became the sole shareholder. He said he later transferred his entire interest to Austin in February 2024. He told the court that during the period between December 2022 and May 2023, when the alleged fraudulent fuel supply transactions took place, he was not the sole shareholder, as claimed by the state. “Thus, the state’s allegation that I was during the said period the 100% shareholder of Erongo Petroleum is factually incorrect and at odds with the documents in the police docket,” he said. Although listed as an authorised signatory on the company’s bank account, Stefanus said he had no online access.  He stated that Austin handled all operations under powers of attorney signed by the members. “The operations of the business were attended to by Austin,” he said, adding that Austin acted on behalf of the company without further input from others. The state alleges Stefanus unlawfully received fuel worth N$228 million between 1 August 2022 and 4 May 2023.  The state further claims the fuel was acquired through racketeering and that Stefanus knew or should have known it was the proceeds of unlawful conduct. During Stefanus’ first court appearance last month, prosecutor Menencia Hinda told the court the funds were allegedly used to set up and run Erongo Petroleum CC and Quality Supplies CC. The state alleges that on 26 July 2022, Stefanus transferred N$350,000 from Erongo Petroleum’s bank account to Quality Meat Supplies CC.  That money was later transferred to Cornelius Petrus Willemse, then a Namcor employee and now a co-accused. Stefanus denied the state’s claim that he paid N$500,000 to Quality Meat Supply CC as a gratification for Jennifer Hamukwaya, Namcor’s then-executive for finance and administration, who has also been arrested.  Jennifer concluded her testimony in the bail application on Monday. Stefanus also challenged the fraud charge and its alternative of theft under false pretences.  He said the fuel acquired from Namcor was paid for in line with a fuel supply agreement between the companies. Based on bank statements provided by the state, he claimed that Erongo Petroleum paid Namcor N$59.5 million between 1 December 2022 and 30 May 2023. “There is simply no factual basis on which the allegations against me could be premised. I deny the aforesaid allegations against me in the strongest terms and intend to plead not guilty,” he said. Stefanus was arrested on 10 July 2025 and appeared in court the next day.  He is applying for a bail of N$5,000, saying he earns about N$10,000 monthly through plumbing and construction work.  He said the bail amount would be sourced from friends and family. “I have no intentions of becoming a fugitive of the Namibian criminal justice system,” he said.  He added that he is willing to surrender his passport and comply with any bail conditions. Stefanus said he has no pending trials or previous convictions and has never interfered in investigations. “I intend to have my day in court and to prove my innocence in trial,” he said. He argued that the state’s case is weak and based on flawed assumptions.  He asked the court to grant him bail pending the trial. Those arrested in the case include Peter Elindi, his brother Malakia Elindi, former Namcor managing director Immanuel Mulunga, Cornelius Willemse, Jennifer Hamukwaya, her husband Panduleni Hamukwaya, Olivia Grace Dunaiski, and Lydia Elindi, wife of Malakia.  Victor Malima, also named in the matter, has reportedly fled to Angola and is subject to a warrant of arrest. Companies named in the case include Onyeka Clearing and Forwarding CC, Nyambali Medical Centre CC, Panduleni Farming CC, and Parkwood Petroleum Logistics CC. The bail application continues.

Nampoa aims for stronger industry voice with new leaders Justicia Shipena The newly appointed leadership of the Namibian Petroleum Operators Association (Nampoa) aims to enhance its role in the oil and gas sector by strengthening dialogue, coordination, and engagement across the industry. On Wednesday, Nampoa announced changes to its board. Shell Namibia country chair Eduardo Rodriguez has been appointed chairperson, replacing Klaus Endresen, who stepped down after two terms and over 30 years of service to the association and the industry. As a founding member of Nampoa since its establishment in 1992, the association said Endresen will remain on the board as a representative of BW Kudu.  The association said his experience and insight remain valuable. Selma Usiku, non-executive director of Eco Atlantic Oil & Gas, has been appointed vice chairperson of the board.  Nampoa described her appointment as a step forward for women in energy leadership and a reflection of its commitment to inclusive representation. Saave Nakashole, New Ventures manager for upstream development and production at National Petroleum Corporation of Namibia (Namcor), has joined the board as a new member, filling the seat vacated by Endresen.  Nampoa said Namcor’s presence on the board ensures the perspective of the National Oil Company is included in its work. Other board members include Diogo Martins, country manager at Galp, and Laurent Roché, country manager at TotalEnergies.  Nampoa said the board brings broad industry experience at a time when Namibia’s offshore discoveries and exploration activities are drawing global attention. At the same time, the association has appointed Suoma Andreas as administrative coordinator, effective 16 June 2025. The position was created to strengthen Nampoa’s internal capacity as the sector enters a key phase of development. Andreas will support the board by managing daily operations, coordinating member activities, and improving communication and project systems.  She holds a B. Juris and LLB from the University of Namibia, with further qualifications in Compliance Management from the University of Cape Town and Executive Organisational Leadership from Stellenbosch University. She has over 10 years of experience supporting governance in the investment, micro-lending, e-banking, and mining sectors. Nampoa is a non-profit organisation representing the interests of upstream petroleum companies operating in Namibia.  It engages with government, industry, and the public to promote responsible oil and gas development, contributing to economic transformation and energy security.

Silence of Youth Succession in Local Content Policy: Strategic Missed Opportunity Namibia standas at the threshold of an unprecedented economic transformation with its emerging petroleum sector. The National Upstream Petroleum Local Content Policy makes admirable commitments to capacity building, skills transfer, and stakeholder participation. But conspicuously absent is a deliberate strategy for youth succession – a structural oversight with far-reaching implications. The critical question for policymakers, industry leaders, and international partners is this: Does Namibia’s local content framework create a deliberate pathway for youth leadership succession in strategic sectors? We cannot continue the narrative of youth empowerment without intentional leadership development and succession planning. It is no longer enough to train youth to support – we must prepare them to lead under mentorship, at executive and boardroom level. Namibia will only realise its oil-and-gas promise when its youth are key actors in decision-making, not passive observers. We (the youth) do not need our leaders to fail for us to succeed – and our leaders do not need the youth to fail in order to succeed. This is not a zero-sum game. It is a nation-building imperative that demands intergenerational collaboration, respect and vision. Namibia’s success hinges on all of us playing our part, with unity of purpose. As NJ Ayuk rightly emphasised at the Namibia International Energy Conference 2025, “our defining moment arrives with first oil produced”. But the true measure of our nation’s maturity will be whether we’ve nurtured leaders ready to steward that future. History taught us well – our independence was won by veterans and educated exiles who returned to lead. Today’s strategic imperative demands that we replicate this model: identify, mentor and position Namibia’s young talent for national leadership. The world is in a war for talent and innovation. Namibia must position itself not just by extracting resources, but by extracting leadership potential from within. The time is now to institutionalise youth succession into national policy frameworks, making it a cornerstone of sustainable governance and inclusive growth. To Namibia’s leadership: the future will judge us not by what we build, but by who we build it for. Reconnaissance making drilling progress in Kavango CHAMWE KAIRA  Reconnaissance Energy Africa Ltd has announced a drilling update on Prospect I. IProspect I is located onshore in Kavango in Petroleum Exploration Licence 073 (PEL73) and is the company’s largest prospect to be drilled so far. The company is targeting an estimated 365 million barrels of unrisked and 32 million barrels of risked prospective light to medium oil resources. For natural gas, the estimate stands at 1.9 trillion cubic feet unrisked and 140 billion cubic feet risked, based on an independent prospective resources report by Netherland, Sewell & Associates, Inc. ReconAfrica President and CEO Brian Reinsborough said the company is making solid progress as it prepares to drill. “We are excited to be making great progress ahead of drilling one of the company’s largest and most attractive prospects. The results of the Naingopo exploration well announced in January 2025 increased our confidence in the potential for Prospect I. We remain on track to spud the well this quarter and are looking forward to unlocking the significant potential of the Damara Fold Belt,” he said. The company said pre-construction activities are continuing on schedule and the pre-drill evaluation is complete. The drilling schematic demonstrates that the company is targeting a drilling depth of 3 800 metres with the potential to drill deeper, as it did for the Naingopo exploration well. “The thickness of the Otavi section is expected to be approximately 1,500 metres to 1,800 metres depending on how deep we are able to drill. The learnings from the Naingopo exploration well have improved our understanding of the Damara Fold Belt with respect to our geologic model, including time and depth migration for the Mulden and Otavi sections. This is the same reservoir where we encountered over 50 metres of reservoir-quality carbonates and encountered oil shows in the Naingopo well,” the company said. ReconAfrica is a Canadian oil and gas company engaged in the exploration of the Damara Fold Belt and Kavango Rift Basin in the Kalahari Desert of northeastern Namibia and northwestern Botswana, where the company holds petroleum licences comprising eight million contiguous acres.
